Under the background of the era wave of global digital transformation and development and the new high-quality development pattern,the Central Committee of the Communist Party of China actively grasped the opportunities of the times,formulated the strategic deployment of digital government construction,and attached great importance to the digital transformation and development.As an important part of China’s basic public services,social security agency services are not only to adapt to changes in the external environment,but also to meet the internal requirements of the development of social security agency services.At present,digital transformation has become the action program for developing social security agency services in various regions.Digital transformation of digital social security agency services in many regions has entered the deep-water area,and many excellent practical cases have emerged.However,in the process of promoting digital transformation,due to the unclear understanding of the concept of digital transformation by some local social security agencies,many problems have been exposed in promoting the digital transformation of social security agency services,It is not only time-consuming and costly,but also the effect of digital transformation is not ideal.The process difference of digital transformation of social security agency services in different regions has increased,which is not conducive to the development of social security agency services in China.In order to better promote the digital transformation of social security agency services and improve the governance efficiency of social insurance,relevant research has been carried out.First of all,starting from the theoretical level,using research methods such as literature research and policy text analysis,we sorted out the policy documents on social security agency services issued at the national level after China’s reform and opening up,analyzed the policy text coding with key time nodes and keywords,and constructed8 root nodes and 24 secondary nodes.According to the characteristics of local social security service modes at different time stages,the development of social security service in China is divided into four stages: traditional management,informatization,"Internet plus",and digital transformation.It also distinguishes and analyzes relevant concepts,defines the concept,content,motivation and objectives of the digital transformation of social security agency services,makes up for the theoretical research gap of the digital transformation of social security agency services,and provides theoretical support for the development of the digital transformation of local social security agency services.Secondly,starting from the practical level,using the interview method and case study method,taking the digital transformation of social security agency services in Weihai City,Shandong Province,as a typical case,based on the digital governance theory and integrated innovation theory,this paper comprehensively analyzes the transformation process of social security agency services in Weihai City.It can be seen from the research that the digital transformation of social security agency services in Weihai stems from the contradiction between supply and demand of agency services,and the demand for digital transformation can be divided into two categories: problem demand and target demand.The digital transformation of social security agency services in Weihai has been completed in the early and middle stages,and the digital transformation measures under different transformation stages are different.After the implementation of the digital transformation of social security handling services,it has achieved obvious results.From the demand side,the business processing time is short,the cost is low,the convenience and service satisfaction are high;From the supply side,the business handling pressure is low,the risk is low,and the accuracy of supervision is high.However,there are some problems that need to be solved in the next stage,such as the service functions of some channels to be improved,the cross system data is not fully integrated and interconnected,the incentive assessment mechanism is a mere formality,and the business supervision means are lack of innovation.Finally,based on the integrated innovation theory and digital governance theory,combined with the service model innovation process of Weihai’s social security agency service digital transformation,build an innovation mechanism of social security agency service digital transformation and specifically analyze the coupling effect between innovation mechanisms.The innovation of handling service mode under the digital transformation of social security handling service is essentially integrated innovation.The innovation mechanism consists of five parts,namely,power incentive mechanism,main body coordination mechanism,organization coordination mechanism,element integration mechanism,and external macro environment.Through the interaction and mutual influence of various sub mechanisms,the optimization and improvement of handling service mode under the digital transformation are jointly promoted.Based on the innovative mechanism and theoretical analysis of digital transformation of social security agency services,this paper puts forward countermeasures and suggestions for other cities to promote digital transformation and bring some reference to the development of digital transformation of social security agency services in China,and then contribute to accelerating the construction of digital China and realizing the vision of governance modernization. |
