Social security agency service is related to the realization of the public interests and the construction of the national basic public service system.With the deepening of the reform to delegate power,improve regulation and improve services,under the guidance of building a service-oriented government that people are satisfied with,social insurance agency quickly change ideas,actively learn from the mature service mode of the commercial Banks,to serve the people and meet the needs of insured groups as the primary priority,innovate the service mode of social insurance,bring humanized insurance agency service experience for insured masses.Moreover,in today’s society,the rapid development of Internet information technology and e-government not only stimulates the higher demand of the insured groups in the social insurance service,but also poses a great challenge to the deep integration of the service model and quality of social insurance service and information technology.The implementation of integrated teller system in social insurance agency service is the general trend,Y County social insurance agency service implementation of integrated teller system is riding the "Internet+ social security" express,with the successful transformation of agency service to contribute to the construction of the national basic public service system.This thesis is based on the new public service theory,the holistic governance theory and government performance management theory,and in the context of deepening the reform of "delegating power,improving regulation and providing services",the reform of the administrative system,and the construction of a service-oriented government and Internet+,in order to improve the level and service quality of social insurance service,improve the efficiency and the satisfaction of the insured groups,taking the specific construction and implementation of the comprehensive teller system of social insurance handling services implemented by the social insurance service center of Y County as an example,combined with the actual situation of the insured masses’ satisfaction with the current comprehensive teller system business handling service in Y County,the interviews of the comprehensive teller system in each relevant unit of the social security agency,and the interviews of the insured enterprises and units on the experience of the comprehensive teller system,on the basis of the collected documents and actual work experience,the current situation and effect of the construction and implementation of the comprehensive teller system of social insurance handling services in Y County are analyzed,and it is found that the implementation of the comprehensive teller system involves organizational structure,talent team construction,service awareness,and so on.Hardware equipment,internal control supervision and management mechanism,various departments and superior-level linkage cooperation,support system informatization construction and other aspects of the problem,combined with the causes of the problem and the actual situation of Y County,to explore the Y County social insurance handling service comprehensive teller system construction implementation process,especially under the general trend of "Sichuan-Chongqing General Office" and "inter-provincial general office" feasible and practical optimization countermeasures.It is hoped that these optimization suggestions can effectively improve the efficiency of Y County’s social insurance handling services and promote the better development of Y County’s social insurance undertakings.This thesis studies the construction and comprehensive teller system of county-level social security management services from a microscopic perspective,and puts forward optimized countermeasures with operability in practice,theoretically enriches the theoretical research of grass-roots social insurance handling services in China,and provides local reference research for the national overall planning of the social insurance system,which to a certain extent makes up for the shortcomings in the research of the comprehensive teller system of the county-level social security management office.
