Research On Township Government Functions And Optimization Path In The Development Of Small And Micro Enterprises

Small and micro enterprises are a key component of the socialist market economy,an important force for economic development,a major carrier of employment,and an essential form of innovation.In the process of economic development of the whole country,it is an essential link.In recent years,the state has formulated a series of measures to support and guide small and micro enterprises towards the development of "specialized,refined and new",and vigorously advocates "supporting small and micro" in all aspects.As the "last mile" of implementing superior policies,township governments should better play their functions and optimize the development path of small and micro enterprises.For the development of small and micro enterprises,It is of great strategic importance.This thesis starts from the status quo of function play of H Town government in the development of small and micro enterprises in Tai ’an city,combines with basic theories such as market failure Theory and service-oriented government theory,and makes an in-depth analysis of the existing problems and causes of function play in the development of small and micro enterprises of township government.At the same time,it fully draws on the research conclusions of relevant scholars at home and abroad,taking the United States and Germany as examples.This thesis analyzes the typical specific measures of various countries in supporting small and micro economy,and the representative domestic experience of Guangdong province,Zhejiang Province,Henan province and other developed provinces to support the development of small and micro enterprises,and puts forward the realization of township government function optimization in the development of small and micro enterprises,including: first,scientifically define the functions of township governments,including deepening the transformation of township government functions,appropriately delegating powers to townships,and accelerating the reform of township institutions;Second,improve the fund support mechanism of township governments,including optimizing the allocation of financial resources,strengthening the construction of financing platforms,and implementing preferential tax policies;Third,improve the service system of township governments,including building a public service platform,optimizing the access environment for small and micro enterprises,and improving supporting policies for the construction of the service system;Fourth,strengthen the supervision function of township governments,including the innovation of small and micro enterprise management mode,accelerate the construction of small and micro enterprise credit system,strict implementation of responsibility supervision and assessment mechanism.
