Research On The Integration And Development Of Civil Air Defense Construction In Jinan Start-up Area

The 7th National Civil Air Defense Conference,held on May 13,2016,once again put forward the strategic idea that civil air defense should take the road of integrated development with cities,and should adhere to the integrated development of civil air defense construction and urban construction,ensuring people’s livelihood,green cities,new cities,emergency rescue,economic and social development.Entering a new stage of development,Jinan civil air defense faces new opportunities and challenges.The civil air defense system of the whole city should focus on the "two overall situations",base on the new development stage,implement the new development concept,build a new development pattern,find the right position in the national and provincial and municipal goals and strategies,plan for development,establish a strong sense of pioneering and enterprising,maintain strategic focus,strengthen responsibility,carry forward the spirit of struggle,accurately identify changes,scientific response,and actively seek changes,and constantly create a new situation of high-quality development of civil air defense in the provincial capital.Taking the integrated development mode is a new requirement for the development of civil air defense construction in the 14 th Five-Year Plan and even in the long term.It is an inevitable choice to build a high-quality development demonstration zone for civil air defense,improve comprehensive benefits,and also an objective need for civil air defense construction to seize and make good use of important strategic opportunities.In recent years,all parts of the province,including the provincial capital of Jinan,have made certain achievements in the integration of civil air defense and other industries,but the integration development is still in the initial stage,has not yet formed a new system,new model,and is in the learning and groping stage.The starting area for the transformation of new and old kinetic energy in Jinan is a new area approved by the State Council in April 2021,and is the future urban sub-center of Jinan.In terms of integrated development of civil air defense construction,it has the congenital advantages that the old city lacks.In terms of integrated development of civil air defense construction,it can boldly try and break through,and obtain replicable and promotable experience model,which becomes a new benchmark for the whole province and even the whole country.In view of this,I focus on finding the shortcomings and problems in the integrated development of civil air defense construction in Shandong Province and Jinan City through the combination of interviews and questionnaires,and deeply analyze the reasons for the lack of integrated development,so as to lay a solid foundation for the integrated development of civil air defense construction in the starting area of Jinan’s new and old kinetic energy conversion,and create a model for the provincial civil air defense construction model.The first part is the research background and significance.Firstly,it introduces the background and significance of the research on the integrated development of civil air defense construction,analyzes the current research situation of the integrated development of civil air defense construction,and puts forward the research methods.Eexplains what is the relevant meaning of the integrated development of civil air defense construction and civil air defense construction,clarifies the relevant concepts,and explains the directional issues and principled ideas of the integrated development of civil air defense construction;Secondly,introduce the concept of public goods,coordination and civil-military integration.The second part refers to cases.Drawing on the experience of the integrated development of civil air defense construction in Xiong’an New Area,we can draw relevant enlightenment from the implementation of civil air defense planning,strengthening the top-level design,and strengthening the development and utilization of underground space.Analysis of countermeasures for the integration and development of civil air defense construction in the starting area of the transformation of new and old kinetic energy in Jinan.In view of the existing problems,the corresponding countermeasures and suggestions are put forward from three aspects: strengthening the concept of integrated development,deepening the integrated development,and improving the integrated development laws and regulations.
