Study On The Improvement Of Township Government’s Service Ability For The People From The Perspective Of Modernization Of Grassroots Governance

The township government is the most basic administrative organ in China,an important organiser of grassroots affairs and an important implementer of national policies to the "last mile",playing an important role in the provision of various public services.Since the reform and opening up of China,the level of public services provided by township governments has been effectively improved,but there are still problems of lack of service concepts,inadequate service mechanisms and ineffective services provided by township cadres.In order to further promote and improve the modernisation of the national governance system and governance capacity,in April 2021,the State Council of the CPC Central Committee considered and announced the Opinions on Strengthening the Modernisation of the Grassroots Governance System and Governance Capacity,which pointed out that the capacity of township governments to serve the people should be enhanced,which not only illustrates that the modernisation of grassroots governance is an important part of the modernisation of national governance,but also this has placed higher demands on the various This not only shows that the modernisation of grassroots governance is an important part of the modernisation of national governance,but also places higher demands on the services of township governments.In the context of the modernisation of grassroots governance,the township government,as the main body of grassroots governance,is the government close to the people and the executor of various specific affairs.Therefore,through an empirical analysis of the service capacity construction of S township government in Rizhao,this thesis analyses the problems and causes of the current service capacity construction of S township government,and provides path options for the improvement of the service capacity of S township in Rizhao for the people,so as to build a service-oriented government that is satisfactory to the people.Based on the literature and materials related to the service ability of town and town govern ment,this paper divides the theoretical framework of the township government’s ability to serve the people into four dimensions,namely,supply ability,response ability,implementation ability and organisational ability,which cooperate with each other and jointly promote These four dimensions work together to enhance the township government’s ability to serve the people.Starting from defining the core concepts of grassroots governance modernisation,township government and service capacity for the people,this thesis adopts the theory of service-oriented government and governance theory,and on this basis uses the literature analysis method,questionnaire survey method and field interview method to conduct a comprehensive analysis of the service capacity of township government.Through the design and distribution of questionnaires,the reliability and validity tests,descriptive statistics and satisfaction results analysis of the obtained questionnaire data The study also found that the current situation of the township government’s ability to provide services to the people was reflected.After the study,it was found that the current S township government in Rizhao City is inadequate in supplying capacity,in responding to the problems of poor capacity,poor implementation capacity and poor organisation capacity.The reasons for the township government’s lack of service capacity for the people are analysed from four perspectives: inadequate allocation of resources,imperfect management system,inaccurate positioning of the role of the township government and lack of service concept of township cadres.Finally,countermeasures to improve the construction of the township government’s service capacity are proposed in terms of financial system,government response system,supervision and accountability mechanism,organisational structure and talent management.
