| Civil servants are at the forefront of the implementation and enforcement of national policies,and their work quality and efficiency have a great impact on the satisfaction of the public and the credibility of the public sector.Performance evaluation of civil servants can promote the quality and efficiency of civil servants,and how to manage the process of Performance evaluation will have a significant impact on the results.Therefore,it is particularly important to conduct in-depth research on the performance appraisal process management of civil servants.Shenyang,as the provincial capital of Liaoning Province,is currently in an important period of revitalization and development,the urgent need to build a high-quality civil service.Although Shenyang has achieved good results in the performance appraisal of civil servants,there are still many problems still to be solved.This paper takes the performance appraisal process management of Shenyang civil servants as the research content,conducts an in-depth study on the problems in the performance appraisal process management,explores the causes and seeks solutions.First of all,this paper takes the theory of management by objectives,expectation theory and equity theory as the theoretical basis,and through the analysis of the questionnaire results,understands the current situation of the management of Shenyang civil servants’ performance appraisal process.Secondly,the linear regression model is used for empirical analysis to determine that "the establishment of performance appraisal objectives,the supervision of performance appraisal implementation process,the feedback of performance appraisal results,and the evaluation of performance appraisal effect" are the four factors affecting the management results of performance appraisal process.On the basis of this study,the existing problems and causes of the performance appraisal process management of Shenyang civil servants are analyzed.And in view of the existing problems,put forward the "clear performance appraisal objectives,improve the performance appraisal supervision mechanism,pay attention to the performance appraisal results feedback and improve the performance appraisal" countermeasures.Finally,the paper draws the research conclusion that "civil servant performance appraisal must develop scientific and reasonable process management methods,and multiple links in process management work together,so that the performance appraisal work can be orderly cycle". |
