| Inclusive finance is committed to providing affordable and equal financial services for all social groups,which plays a vital role in promoting the steady development of the county economy.In December 2015,the State Council issued the Notice on Promoting the Development Plan of Inclusive Finance(2016-2020),which specified that local people’s governments at all levels should strengthen the organization and leadership of inclusive finance,improve the coordination mechanism,and formulate relevant implementation plans based on local conditions.In May 2021,the Law of the People’s Republic of China on the Promotion of Rural Revitalization proposed that local governments should establish and improve a multi-level,extensive and sustainable local financial service system.In recent years,China has made significant achievements in the reform and development of inclusive finance,which has provided strong support for economic development.However,due to financial exclusion,some weak areas or vulnerable groups still cannot enjoy convenient and safe financial services.Therefore,the government needs to actively participate in and guide to address the adverse effects of incomplete information and public product characteristics.Therefore,this thesis analyzes the current situation,problems and causes of Sheyang County government’s service to the development of local inclusive finance,draws on the excellent experience of other provinces,cities and counties in developing inclusive finance,and studies how local governments should act to better promote the development of regional inclusive finance.This thesis first introduces the relevant concepts and theoretical basis of inclusive finance.Then,it analyzes the measures and achievements of Sheyang County Government to promote inclusive finance.At present,Sheyang County Government has issued relevant policies to support,provide organizational guarantee,strengthen fiscal and tax fund subsidies,guide financial institutions within the jurisdiction to strengthen financial infrastructure construction,promote bank enterprise connection,and increase credit for enterprises.The number of inclusive financial service stations in the county has increased,the total amount of inclusive financial loans has increased,and the county credit system has been initially established.However,through in-depth interviews and questionnaires,it is found that there are still problems such as unclear regulatory subjects and regulatory boundaries of inclusive finance,incomplete policies of the government to support the development of inclusive finance,insufficient supply of county financial services,and imperfect construction of county credit system.This is because local financial institutions prefer to pursue profitability,and inclusive finance is not included in government performance evaluation indicators Due to improper participation of local governments.Finally,based on the advanced experience of Shaanxi Provincial Government,Henan Lankao County Government and Sichuan Provincial Government in promoting the development of local inclusive finance,this thesis proposes that Sheyang County Government should further guide the development of inclusive finance from four aspects: first,strengthen local government policy support,second,actively prevent regional financial risks,third,coordinate the construction of regional financial facilities in villages and towns,and fourth,promote the construction of rural credit environment,Gather the joint efforts of government departments,financial institutions,financial service demanders and other parties to promote inclusive financial development in an all-round way. |
