| Urban governance is an important part of the modernization of the national governance system and governance capacity.Since the 18th National Congress of the Communist Party of my country,the Party Central Committee has attached great importance to the construction and development of cities in China.General Secretary Xi Jinping has repeatedly published on improving the level of scientific,refined and intelligent urban governance.At the same time,with the change of the main social contradictions in China,the pursuit of a better life by the public has gradually emerged in the field of urban life.In the current urban management practice in China,the problems of backward urban management concepts and low management effectiveness pose new challenges to the refined management of cities in China.Therefore,it is particularly important to effectively improve the level of urban governance in China,improve the sense of happiness and gain of urban residents,and study the refined management of cities,which has important theoretical and practical value.In this context,this paper uses the research methods of questionnaire,interview and literature research to study the comprehensive law enforcement of urban management in Ouhai District,Wenzhou City.First of all,the specific views of citizens of Ouhai District on urban greening,urban transportation,digital urban management,infrastructure construction and other aspects were preliminarily investigated through a questionnaire survey,and it was found that there are three major problems in the comprehensive law enforcement work of urban management in Ouhai District,namely,low management level,unclear division of responsibilities and unclear long-term results;Secondly,through interviews with relevant practitioners of government agencies and public institutions,the deep-seated causes of the above problems were dug out from the perspective of the government and law enforcers,and the three aspects of system construction,team construction,management methods and methods were elaborated in detail;Finally,by consulting relevant documents,the author combs and analyzes the urban management concepts and advanced practices of major cities at home and abroad,and explores the enlightenment and experience that can be used to improve the refinement level of urban management and law enforcement in Ouhai District.As a front-line administrative law-enforcement officer in Ouhai District,Wenzhou,the author has witnessed the continuous progress of "major demolition and consolidation" in Ouhai District,Wenzhou in recent years.The city has been constantly updated,and the refinement of urban management and comprehensive law enforcement work has gradually made new progress and new achievements,but also found existing problems.Therefore,combined with the author’s own actual work,not only has repositioned the refinement of urban management and comprehensive law enforcement work in Ouhai District of Wenzhou City from a macro perspective,but also has defined the refinement goal of urban management and comprehensive law enforcement work in Ouhai District.Finally,it has provided new ideas for urban management and comprehensive law enforcement work in Ouhai District from the aspects of system construction,resource allocation,work methods,and humanized law enforcement.At the same time,It also put forward specific measures suitable for the refinement of urban management and comprehensive law enforcement in Ouhai District,Wenzhou City,such as the reform of the environmental sanitation system,the equal emphasis on greening construction and management,the consolidation of the urban appearance along the street,and the implementation of the reward and punishment mechanism,in line with local conditions,in order to further improve the urban management level of Ouhai District,Wenzhou City,embroider the quality of the city,improve the comprehensive competitiveness,and provide theoretical reference for the refinement of urban management and comprehensive law enforcement in Ouhai District. |
