Research On The Use Management Of Commercial Password In Digital Government Construction Of S Province

Since 2017,the state has proposed to implement digital state-building,relying on a new generation of information technologies as a basis for improving the efficiency of the government’s work and services.At the same time,strongly guided and encouraged by national policy,China’s government information system has developed to a certain scale.As an important infrastructure environment for the establishment of digital government,the government information system plays a positive role in facilitating the establishment of digital government,promoting the sharing and exchange of government data,and promoting the cooperation between departments.The results of the construction of digital government have shown in many fields.But at the same time in recent years,information system data leaks often happen,once the government information system is damaged or information leaks will have a serious impact on national security,economic stability and public security.It is now recognized that the most efficient,reliable and economical key technology for Internet information security is the commercial password.In 2020,officially enacted the law of the People’s Republic of China on passwords,which requires state information systems at all levels to accelerate the construction of network trust,security management and operation supervision systems based on passwords,and putting forward a systematic development plan for the construction of commercial password use management systems..In 2019,S Province began to further promote the construction of a digital government.By using big data,cloud government and other technical means,convenient government services featuring open,transparent and information sharing are implemented.At the same time,S province has built a systematic information security protection architecture with commercial password application as the basic support and core capability,thus enhance the government information system’s information security guarantee ability.At present,although the state and S province have issued a series of policy provisions,but in the government information system of commercial password use management is still very prominent phenomenon.Therefore,how to establish and perfect the commercial password management mechanism has become a problem that the commercial password management department and various government departments need to solve in the construction of government information system..This paper takes the daily management and secure and reliable application of commercial passwords in the government affairs information system of S province as the main research object,comprehensively understands the status quo of the use and management of commercial passwords in the government affairs information system of S province by means of investigation,analysis and interview,and systematically combines the policies and related requirements of the use and management of commercial passwords.This paper analyzes the existing problems and reasons of commercial password management in the government information system of S province from the aspects of the construction of password system infrastructure,the commercial password guarantee management system and the supervision of the security of the use of the commercial password,as well as the related countermeasures and proposals for development.
