Case Study Of Public Participation In The Increase And Decrease Connection Of Urban And Rural Construction Land Policy In Nanfeng Town, Guanghan City

With the advancement of China's comprehensive deepening reforms,the 19th National Congress of the Communist Party of China put forward the overall requirements of“strengthening the construction of social governance systems and improving the social governance system of party committee leadership,government responsibility,social coordination,public participation,and rule of law guarantee”^[1],based on“Party Committee Leadership,Government Responsibility,Social Synergy,Public Participation,Legal Protection”.^[2]The principles of social management and“playing the leading role of the government to encourage and support the participation of all sectors of society”^[3]The direction of social governance improvement,public participation Public affairs are becoming an important trend and requirement of China's public management system reform,and has become a hot spot and focus of society and scholars.In recent years,China's urban-rural construction land use increase and decrease linkage work has achieved a certain degree of intensive use of land.The many scholars have carried out positive aspects from the policy implementation factors,operation mode,system construction,and public participation mechanism.Exploration and research have achieved a number of theoretical results and practical experience.However,most of them focus on the macro level,and the public participation research on the specific implementation and specific operation of the grassroots government needs to be improved.Based on the theoretical research and achievements of public participation in urban and rural construction land use,the paper discusses the implementation of the increase and decrease of urban and rural construction land by the People's Government of Nanfeng Town,Guanghan City,based on public participation.The perspective,through case studies,analyzes and summarizes the key practices of defining participants,clarifying participation,and determining how to participate in the implementation process,gaining inspiration and proposing policy recommendations.The methods of public participation in the implementation process can be used for reference in other regions.At the same time,it provides benefits for the urban-rural construction land increase and decrease linkage policy and public participation research on public affairs.
