Research On Measure And Improvement Of Chinese Children’s Welfare Level

Children are the hope of the nation and the future of the country.Since the 18 th National Congress of the Communist Party of China,child welfare has made great strides in policy creation and capacity building.The 19 th National Congress of the Communist Party of China put forward the policy goal of "providing education for the young",pointing out the direction for the development of children’s welfare.The 20 th National Congress of the Communist Party of China pointed out the need to protect the legitimate rights and interests of women and children,depicting a bright future for the development of women and children in the new era.Providing children with the best environment for development and a high level of welfare is not only a common norm of the international community,but also an important responsibility of our Party and government.Since the founding of New China,children’s welfare has made certain achievements through four stages of development;the overall level has been improved,child welfare and assistance has been developed,children’s health has been significantly improved,children’s education has risen in popularity,children’s living environment has been upgraded,and breakthroughs have been made in child protection,but there are still many challenges and problems,and the unbalanced and inadequate development of children’s welfare is prominent.Based on this,this paper takes China’s child welfare as the research object,measures China’s child welfare level based on Amartya Sen’s Capability approach and ERG theory,scientifically constructs an evaluation index system of child welfare level,including five secondary indicators and 24 tertiary indicators of child health welfare,child education welfare,child rescue welfare,child environmental welfare,and child economic welfare,and uses the improved entropy value method to calculate The results show that the welfare level of children in 31 provinces(except Hong Kong,Macao and Taiwan)from 2010 to 2020.The results show that China’s child welfare level has increased year by year during 2010-2020,especially in the western region,but still shows a low overall level of child welfare and large disparities among provinces;the overall child welfare level of 31 provinces nationwide in 2020 is low in health,education,assistance,environment and economy,with obvious disparities among provinces.In view of the current low overall level of child welfare and the wide disparity among provinces,the following policy recommendations are proposed to improve the level of child welfare: enact laws related to child welfare,increase financial investment in the field of child welfare,improve the system of child welfare,improve the policy of family-supported child welfare,provide comprehensive services for children based on social organizations,and improve the level of key areas of child welfare.We hope to promote high-quality and sustainable development of child welfare in China and promote the healthy growth and comprehensive development of all children.
