Research On The Current Situation Of Administrativ Approval System Reform And Improvement Countermeasures In Fuqing City

The 14th Five-year Plan for National Economic and Social Development of the People’s Republic of China and The Long-range Objectives Through the Year 2035 point out that "To deepen the decentralization of government,combination of decentralization and regulation,optimization of services reform,the full implementation of the government’s power and responsibility list system,continuing to optimize the market-oriented,legalized and international business environment;streamlining administrative licensing matters,the full implementation of ’separation of certificates and licenses’,’license after certificates reduction’ reform,innovation in government services and promoting the convenience of approval services".Deepening the reform of the administrative approval system is an important breakthrough in transforming government functions and building a service-oriented government that satisfies the people.In recent years,China’s government has constantly promoted the reform of the administrative approval system,deepened integration of delegation,administration and service to reform and optimize the business environment and achieved remarkable results in streamlining the approval matters,optimizing the approval service,compressing the approval process and improving the efficiency of the approval.In 2004,Fuqing started an all-round reform of administrative approval system and greatly improved the efficiency of administrative approval,Some economic and social benefits were achieved.Summarized the main practices and results of Fuqing to promote the reform of administrative examination and approval system through the literature,review,summary,survey of questionnaire,in-depth interview and comparative research.For example,streamlining items for examination and approval,innovating approval methods,improving the service mechanism and so on.But Compared with the achievement of administrative approval reform in Gulou District of Fujian,Jinjiang City of Fujian,Wuhou District of Sichuan and other places,many aspects are still needed to be further improved and enhanced.This article studies the reform of Fuqing administrative examination and approval system using the combination of theoretical control,the government control,the new public management and the new public service theory,For example,the positioning of the administrative service center management committee is not clear enough,the innovation depth of examination and approval is not enough and the quality of the examination and approval team is not high.And analyzing the deep reasons,studying and putting forward suggestions and countermeasures to further accelerate the reform of the administrative examination and approval system in Fuqing City.Such as strengthening the overall coordination of the reform work,optimizing the examination and approval service process,and strengthening supervision and so on.2021 is the opening year of "The 14th Five-Year Plan",affected by the new coronary pneumonia epidemic,Fuqing’s economic and social development is still under massive pressure.Further optimizing the administrative approval system is an important tool to promote mass entrepreneurship and innovation.It is expected that by sorting out and summarizing the reform process of the administrative approval system in Fuqing,the theoretical and practical reference will be provided for the grassroots government to promote the reform of the administrative approval system.Through the research and analysis of the problems and causes in the reform of Fuqing administrative approval system,Providing basic materials to accurately grasp the direction of deepening the reform of Fuqing administrative examination and approval system,and make contributions to comprehensively promoting the high-quality economic development of Fuqing economy.
