The Study On Government Functions In The County-level Industry Integration Development By Taking The Integration Of The Flower And Tree Industry With E-commerce Industry In Shuyang County As An Example

Industrial integration development is not only an emerging development trend,an inevitable result of market economy,technological revolution,and the optimization and adjustment of the internal structure of the industry,but also an important way to promote rural revitalization and the construction of new urbanization.How to promote the healthy,standardized and high quality development of industrial integration,to fulfil the functions of local governments in the process of industrial integration development has been widely concerned by academia and government departments.In recent years,Shuyang country has made some achievements in the integrated development of flower and tree industry and e-commerce industry.However,there are still some drawbacks in the process of government functions exercise,such as the inadequate of guidance function,the deficiency of supplement function,the lack of service function and the shortage of supervision.It exposes the deficiencies of Shuyang County in the overall planning,industrial cluster effect,financial support,integrity system construction and so on.Based on the integrated development case of flower and tree industry and e-commerce industry in Shuyang County,from governance concept,system,ability and means point of view,it integrates the theory of industrial integration,government function and public service.By the methods of literature research,field investigation and case analysis,it systematically analyzes and discusses the problems and causes of government function fulfilling process in the current integrated development of flower and tree industry and e-commerce industry in Shuyang County,also puts forward targeted strategies to strengthen the optimization of government functions in the integrated development of industry.This thesis concludes that the effectiveness of industrial integration development is closely related to the government functions fulfilling.There is a deviation in the role orientation,unclear function orientation,single governance means and the ability to perform duties need to be improved of Shuyang local government,which are the important reasons for the problems existing in the integrated development of flower and tree industry and e-commerce industry in Shuyang County.In the future,from the aspects of changing the government’s working methods and improving the government’s functional system,we need to take measures,such as clear accountability mechanisms,scientifically setting up functional departments,innovating policy support methods,Strengthening governance thinking and improve guidance function,enhance service function,optimize supplementary function,strengthen supervision function and enhance the effectiveness of industrial integration and development.
