| Rural governance is related to the life and fate of villagers,affects the management and operation of rural social public affairs,determines the allocation and regulation of rural community public resources,and is closely related to the stability and development of the country.Rural governance is not only a hot issue in the current society,but also an important field of academic research.Due to the close relationship between the property rights of sea areas and the development of fishing villages,the importance of property rights has been paid more and more attention by the society.Only by increasing the income of fishermen and the progress of fishing village can the development of fishery be conducive to the stability and harmony of fishing village.Sea area is an important economic resource of fishing village.Studying the reform of property right system of sea area resources is helpful to understand the social structure of fishing village and further promote the study of rural governance of fishing village.Village a is an island fishing village in the east coast of Fujian Province.The villagers cultivate the sea for a living.The sea area is the most important means of production of village a.In recent years,the reform of the sea area property rights system of village a has started,and the activities of sea area confirmation and circulation have affected the economic foundation and social environment of village a.At present,the academic circle seldom links the reform of sea area property rights system with the governance of fishing villages.This paper will take village a,a fishing village on the coast of Fujian Province,as the object of field investigation to explore the relationship between the reform of property rights system of marine resources and the social and rural governance of fishing villages.This paper is divided into six parts.The first chapter describes the research background of the article,reviews the literature,explains the research significance,research methods and defines the related concepts,and finally introduces the general situation of a village.The second chapter describes from the time dimension,respectively from three periods,the traditional period,the collectivization period and the marketization period,reviews the changes of China’s marine resources property rights and rural governance system,and on the basis of this,analyzes the process of deepening the reform of maritime property rights system.The third chapter,from the impact of sea property rights on the socio-economic pattern and interest pattern of fishing villages,expounds the impact of property rights reform on the economic basis of fishing village governance.The fourth chapter describes the composition of the new and old governance subjects before and after the reform of the sea area property rights system in a village.The fifth chapter,taking village a as an example,discusses the impact of the reform of maritime property rights system on the governance of fishing village.It is clear that the reform of maritime property rights system will have a positive impact on the rural governance of fishing villages,and will also bring some governance difficulties.The sixth chapter summarizes and discusses village a.Through the research on the reform of the property right system of sea area resources and the governance of fishing village in village a,the relationship between the property right system of sea area and the governance of fishing village is reflected.Taking village a in East Fujian as an example,after the reform of maritime property rights system,the society of village a has changed in economy and culture.By deepening the reform of maritime property rights system,carrying out sea area right confirmation activities,regulating the sea area "bidding,auction and listing" work,the State guided market forces to enter village a,breaking the "acquaintance society" of village a and enriching the governance body of village a.The diversification of governance bodies has brought new development to fishing villages,as well as the ambiguity of governance boundaries,conflicts among multiple governance bodies and imbalance of governance structure. |
