In order to improve the work efficiency of tax cadres and fully stimulate the vitality of the cadre team,the State Administration of Taxation established the Digital Personnel System in 2015 and implemented the "digital personnel" system on a pilot basis in 2016.The Digital Personnel System takes the "digital personnel" system as the platform carrier,through the collection and recording of tax cadres "morality,ability,diligence,performance,integrity,evaluation,foundation" and other data information,it realizes the all-round,multi-dimensional and three-dimensional digital assessment management of tax cadres.Since the "digital personnel" system was launched in the national tax system in 2019,the grass-roots tax departments have widely used the system for digital personnel management.As an important carrier in the implementation of Digital Personnel System,the operating status of "digital personnel" system has a direct impact on the effectiveness of grass-roots tax departments in implementing the Digital Personnel System.It has certain academic value and important practical significance to carry out research on the operating status of the "digital personnel" system in the grass-roots tax department,in order to further improve the implementation effect of the Digital Personnel System in the grass-roots tax department.Taking the tax bureau of Taijiang District of Fuzhou City as an example,this paper attempts to conduct a systematic and comprehensive analysis on the operating status of the "digital personnel" system of the grass-roots tax departments.Combined with the actual work of the grass-roots tax departments,the paper uses the methods of questionnaire survey and interview to carry out research from three dimensions.One is to explain the concept and theoretical basis.This paper explains the concepts of grass-roots tax department,Digital Personnel System and "digital personnel" system,as well as the theories of performance management and big data.The second is to understand the operating status through investigation and analysis.Based on the analysis of the operating status of "digital personnel" system in Taijiang District tax bureau,this paper makes a deep investigation and Analysis on the operating status of "digital personnel" system in Taijiang District tax bureau by using the methods of questionnaire and interview.The results show that the operation of the "digital personnel" system has achieved certain results,and the respondents are generally satisfied with the overall evaluation of the "digital personnel" system,but there are still some constraints,including the top system level constraints,the convenience to be improved,the comprehensiveness of the evaluation subject to be improved,the assessment index system to be improved,the communication and feedback mechanism to be improved,and the digital management concept to be improved.Third,put forward countermeasures and suggestions.Combined with the results of empirical analysis and work practice,this study puts forward six countermeasures and suggestions for restricting factors:optimize from the top system level;enhance the convenience of the the "digital personnel" system;enhance the comprehensiveness of the evaluation subject;optimize the assessment system and indicators;improve the communication and feedback mechanism,implement the application of results;improve the concept of digital management. |
