Research On Public Participation In The Performance Evaluation Of Chengxiang District Government Of Putian City

At present,performance evaluation has become an important means of government performance management.As a key part of social governance system,public participation in government performance evaluation is bound to become a powerful measure to promote governance modernization.At present,some regions in our country have formed the characteristic participation mode through practice,but there are still some problems.As the key bridge of communication between the state and the society,the district government has certain research value on how to explore more and better ways to let the public participate in the government performance evaluation effectively.This paper takes the current situation and problems of public participation in the performance evaluation of Putian Chengxiang District government as the research object.Firstly,based on the new public service theory,public governance theory and government response theory,this paper uses the literature research method to access and collect domestic and foreign literature related to the content of "public participation in government performance evaluation",so as to provide theoretical reference and guidance for the writing of this paper.Secondly,through consulting the literature,we have an understanding of the degree of public participation in the four stages of Chengxiang District government performance evaluation decision-making,index system design,implementation,and result application.By using the method of questionnaire and in-depth interview,this paper summarizes the existence of public participation in Chengxiang District government performance evaluation,such as the status of the main body is not prominent,the scope of participation is not broad enough,the participation path is not rich enough,and the performance is not enough The information disclosure of efficiency evaluation is not comprehensive enough,and the participation effect is not obvious enough.Then,it analyzes the causes of the problems,including the limitations of traditional ideas,lack of standardized public participation mechanism,lack of funds and technology investment,government monopoly performance information,and unreasonable use of public participation results.Finally,using the case analysis method,this paper analyzes the practical experience of public participation in the performance evaluation of local governments at home and abroad,such as Xinglong County of Chengde City,Donghu District of Nanchang City,Hangzhou city of Zhejiang Province and the United States,summarizes the measures worthy of reference,and then puts forward the Optimization Countermeasures for public participation in the performance evaluation of Chengxiang District government.It mainly includes strengthening the dominant position of public participation,expanding the scope of public participation,broadening the path of public participation,promoting the whole process disclosure of performance information,and deepening the application of public participation results.I hope that through this study,we can find out the development path and Countermeasures of "good governance" suitable for democracy,equality and justice in Chengxiang District,and also provide beneficial enlightenment for speeding up the modernization and democratization process of China’s grass-roots public governance.
