| Since the 18th National Congress of the Communist Party of China,focusing on the overall development situation,China’s tax system reform has achieved remarkable results by leaps and bounds.Since the central government issued a new reform plan document in2018,local tax departments at all levels and national tax departments at the same level have successfully completed the task of merger,thus establishing a unified tax management system.This paper combs the current situation of the construction of county-level tax civil servants after the merger of state and local taxes on October 25,2018,and analyzes the opportunities and challenges brought to the construction of county-level civil servants after the merger.This paper mainly focuses on the challenges of personnel integration brought by the merger of grass-roots tax departments,and combined with the theory of public management,puts forward to further strengthen the coordination and cooperation between tax cadres and staff.After the merger of the national tax and local tax departments,we will study the problems related to the organic integration of grass-roots tax civil servants,and provide corresponding improvement measures and suggestions,so as to provide reference opinions and reference value for the organic integration of grass-roots tax work,the construction and strengthening of grass-roots teams,and the cultivation and improvement of professional ability,Provide targeted guidance for the competent tax authorities to the rapid development of the tax industry and the vigorous construction of the tax team.In addition,I hope this paper can provide some reference for the construction of civil servants in various fields. |
