Research On County Inspection System From The Perspective Of State Governance Efficiency

Since the founding of New China,the unique governance model of "the rule of China" has gradually taken shape,creating the miracles of rapid economic growth and sustained social stability.One of the important reasons for success lies in the effective transformation of the institutional advantages of socialism with Chinese characteristics into the efficiency of state governance.In the new era,how to better transform China’s institutional advantages into state governance efficiency is a new topic put forward by the Fourth Plenary Session of the 19 th CPC Central Committee.Based on the characteristic political structure of China’s highly integrated party and state,the party’s self-construction largely determines the operation of state public power and the realization of state governance efficiency.As an important part of the supervision system of the Party and the state,the inspection system is the most authoritative and driving supervision mode.As an extension of the inspection system to the grass-roots level,the county inspection system is a way of supervision closer to the masses.In the process of inspection,through the top-down supervision dimension,the problems existing in grass-roots governance can be found more easily and then be solved.Therefore,it is of special significance to study the county inspection system from the perspective of state governance efficiency.This paper is mainly based on the power restriction theory and the new public management theory,Comprehensive use of literature research,questionnaire survey,interview and other methods,This paper studies the inspection system from the perspective of state governance efficiency,firmly grasps the internal relationship between state governance efficiency and inspection system,and combs the inspection system and the problems existing in its implementation process from three dimensions of governance objectives,governance efficiency and relevant evaluation,which are supported by relevant data,questionnaires and interviews in Y County.After that,it analyzes the causes of the problems from four angles: the inspection system itself,the operation mechanism of inspection work,the construction of inspection cadres and other restrictive factors.Finally,according to the above analysis,this paper puts forward some optimization suggestions such as perfecting the system design,perfecting the mechanism of cooperation,supervision and feedback,strengthening the construction of inspection cadres,eliminating the "human soil" and cracking the "power collusion",all of which aim at making a contribution to the development of inspection system.In the conclusion part,this paper makes some thoughts and prospects on how to better transform the advantages of inspection system into governance efficiency in the new era.
