Research On The Problems And Countermeasures Of Government’s Regulation On Homestay Operation In District B

With the improvement of people’s living standards and the rapid development of tourism economy,people are pursuing higher quality of tourism life.In this context,homestay,the new tourism accommodation product featured by "small and beautiful","small and interesting" and "small and refined",has prominently emerged,flourished throughout the country,and has been pursued and favored,becoming an "unexpected winner" in the tourism market.However,with the development of the homestay industry,there are also some phenomena and chaos free from market regulation,which not only hinder the healthy development of the homestay industry,but also affect social security and stability.In the face of the chaos and phenomena of the homestay market,the government tries to repair the "market failure" through various means,the most commonly used one of which is government regulation.However,government regulation is not omnipotent after all,especially in the face of newly emerging things,it may also face "failure" like the market,showing half-hearted regulation or even helplessness.Therefore,it is considerably necessary and meaningful to study the problems existing in the government regulation on homestay operation and propose scientific and reasonable countermeasures for optimization.In this thesis,with the government’s regulation on homestay operation as the research object and District B in Chongqing(hereinafter referred to as "District B")as the research scope,the basis for problem analysis was built from three aspects of the regulatory subject,regulatory content and regulatory form.On the basis of questionnaire survey on four groups of homestay operators,homestay consumers,home stay staff and government staff,it was found that there are five problems in the regulation of homestay operation by the government,namely: lack of coordination between the regulatory subjects,information asymmetry between the regulatory subjects and objects,unclear powers and responsibilities of the regulatory department,loopholes in the regulation,and loose regulation and law enforcement.With the help of the relevant theories related to government regulation and collaborative governance,the causes of the above problems were analyzed carefully and deeply.It was found that the root causes of the above problems in the government regulation of District B are: lack of understanding of the regulatory role and efficiency,shortsighted regulatory ideas and thoughts,one-sided regulatory methods and means,lack of incentives and support measures,and lack of regulatory standards and norms.Finally,based on the problems found and the reasons analyzed,it was proposed that in the process of government regulation on homestay business in District B,it is necessary to innovate the government’s regulatory ideas and concepts,broaden the scope of regulatory participants,and continuously optimize the regulatory mechanism to further optimize the government’s regulation on homestay operation,and help homestay industry achieve sound and rapid development in District B.
