Study On Local Government Regulation Of Shared Homestay

At current,the sharing economy is developing rapidly,a large number of sharing economy platform companies have emerged,and the sharing economy has begun to extend in all walks of life.In the context of the rapid development of shared homestays and the difficulty of traditional government regulation to meet the regulatory needs of new business formats,this article focuses on the local government regulation of shared homestays.This article starts from the concepts of shared homestays,local government,government regulation,and local government regulation,and conducts in-depth research and analysis on the theoretical basis of market failure theory and government regulation theory.Firstly,it sorts out the development history and problems in China’s shared homestay industry;secondly,it elaborates the regulation policies of the central and local governments in the regulation of shared homestays,and uses the regulation of Erhai homestays and Shenzhen Dapeng New District as examples to illustrate local government regulation Practice;again,based on the characteristics of the new business form of shared homestays,analyze the problems of local government regulation of shared homestays and the reasons for the problems from the aspects of regulation subject,regulatory object,regulation content and enforcement effect;finally,based on the reasons in related theories Under the guidance,the countermeasures to optimize the local government regulation of shared homestays are further proposed.The study found that compared with the traditional hotel industry,the new business form of shared homestays has many different new features.The virtual,cross-industry and cross-regional nature of the transaction process poses new challenges to local government regulation.Regulation is still in the policy exploration stage,and the regulation attempts of local governments show obvious characteristics of regional differences.This article believes that the laws and regulations related to the regulation of shared homestays are not sound;the capacity of the regulation body is insufficient;the supervision method is not sufficiently targeted,and the regulation method is single and backward;the imperfect regulation mechanism of the supervision is the main reason for the local government regulation problems of shared homestays.The study believes that in the face of the problems and causes of the local government regulation of shared homestays,it is necessary to base on the reality of local government regulation,respect the law of the development of the sharing economy,improve the relevant legal systems for local government regulation of shared homestays,and allow regulatory activities to be effective.Laws can be followed;enhance the regulatory ability of regulation entities;promote local government regulatory methods to keep pace with the times to achieve the effectiveness and pertinence of regulatory means;improve the supervision of regulatory entities for shared homestays,and improve the effectiveness of local government regulation.
