large number of government APPs,the quality level is not uniform and repeated development,which gives a lot of pressure on the management of the government,and it is also not conducive to the actual service of the masses.Therefore,in recent years,the development of country’s government APP has changed towards standardization and scientific direction,and the previously scattered government APP is transformed by logout,integration or transfer service function,and realizes a unified government APP in the province.Centralized resource service.Affected by the Corona virus disease epidemic,the development of epidemic prevention and control requires government management to more efficiently and convenient,all-day and inter-provincial-run services further accelerate the development pace of government APP in China.The Anhui Provincial “Wan Shitong”APP has developed itself in accordance with the requirements of mobile terminal construction in accordance with the national integrated government service platform.It has been well effective,ranking in the forefront of the national provincial government APP service capabilities.The construction of the “Wan Shitong” APP is in line with the internal requirements of the Government Governance Capacity and Governance Level,and the study of the “Wan Shitong” APP will also be more practical and theoretical.In order to explore the initiatives,achievements,existing issues and reasons for its construction,and propose reasonable recommendations accordingly,this article takes the “Wan Shitong” APP as research object,basing on the “people’s first” theory,Xi Jinping’s idea of governance in the new era and the Service-oriented government theory.And this article will research “Wan Shitong” APP from three perspectives :the development and management subject,service object and APP itself.In the survey,the literature research method,comparative research method,the word cloud analysis method,the questionnaire method and the statistical analysis method were obtained.This paper believes that the measures taken from the planning process of “Wan Shitong” APP mainly concluding: scientific planning development path,clearly implement the subject’s own responsibility,continuous optimization service function and comprehensive strengthening of promotion;These initiatives have harvested a good results,mainly concluding: build a level of service system,which greatly enhances the intensity of service matters,and user usage continues to rise,and mobile government service capacity is enhanced,and the public service system has been further improved;Although the construction of the “Wan Shitong” APP has also been found,there is still some obvious problems,mainly concluding: 16 municipal level platforms are different,the “Wan Shitong” APP platform Quality needs to be improved and the wishes of users will be lower;through the information obtained by the analysis of the investigation phase and the enough to use users.The demand analysis of the group is insufficient.As the excellent case of the national government APP construction,the“Wan Shitong” APP is worthy of other APP construction subject research,referencing and learning,and the deficiencies need to be improved,including the responsibility of leaders,and improve the incentive and supervision mechanism related to the APP construction,increase financial support,and effectively strengthen the construction of professional talents and promoters,comprehensively optimize the overall system quality and strengthening user-oriented thinking of the “Wan Shitong” APP platform.In the future,the development of the “Wan Shitong” APP can further enhance the service capabilities and levels from the management level,technical level and userlevel.
