| Since the reform and opening up,especially since the 18 th National Congress of the Communist Party of China,the non-public sector of the economy has flourished and risen rapidly.It has played an irreplaceable role in promoting development,improving people’s livelihood,promoting innovation,deepening reform and expanding opening-up,and has increasingly become an important driving force for China’s economic development.In order to give full play to the role of non-public economy in economic growth,government departments have paid more attention to the party building work in non-public Enterprises in recent years,and the corresponding management system has gradually been perfected,however,In some grass-roots areas,there are still some misunderstandings and deviations in practice,which make it difficult for government departments to give full play to their guidance effectiveness and slow progress in party building in non-public Enterprises,the pulling effect on high-quality economic and social development is obviously insufficient.In this paper,with the objective of improving the effectiveness of non-public party building work at the grass-roots level,the development of non-public party building work in L County,Weifang was selected as the research object,and the research methods of literature reading,questionnaires,and individual interviews,etc,were combined to make a deep analysis of the problems faced by the development of the non-public Party building in L County,and the internal factors that restrict the development of the non-public Party building was pointed out: There is instability in the development of non-public enterprises,have the tendency of seeking profit,Party members in non-public enterprises lack of awareness of their status and have high mobility,the relationship between government and business is not harmonious,the assessment mechanism is not perfect,and the ability of system guarantee is insufficient.On this basis,by using the theories of public management,such as coordination governance,government regulation and De Ming circle,From the perspective of public management,gradually carded out the countermeasures for improving the party building efficiency of non-public enterprises in L county,It is suggested to enhance the endogenous power and resilience of the development of the party building work in non-public enterprises in L County through four aspects: coordinating the integration of enterprise party building and operation,strengthening the construction of the party building team,strengthening the guidance and support of the government,and improving the system guarantee measures,striving to lead the sustainable and healthy development of non-public enterprises through the sound and perfect Party building concept of non-public enterprises. |
