Research On The Management Of Illegal Land Use At The Grass-roots Level From The Perspective Of The Post-new Public Management

With the rapid economic development of our country,the demand for land from all Walks of life gradually increases,Which leads to the increasingly prominent contradiction between supply and demand of land resources.In addition,some grassroots local governments unilaterally pursue the rapid economic growth and ignore the protection of land resources,Which makes the phenomenon of illegal land use increasingly serious.And the treatment of illegal land use can effectively eliminate illegal acts and promote the efficient use of land resources,Which has great significance for protecting land resources and promoting economic development.In the current practice of illegal land use at the grassroots level in China,although the government has made some achievements in the treatment of illegal land use at the grass-roots level in China,the phenomenon of illegal land use at the grass-roots level is still frequent in recent years,Which exposes that there are still some problems and deficiencies in the aspects of land use planning,governance model,governance subject coordination,information technology support.Later,the theories of network governance,collaborative governance and digital governance put forward by the new public management provide the theoretical basis for solving the problems in the treatment of illegal land use at the grass-roots level.Therefore,it is worth studying in depth how to explore the efficient treatment of illegal land use at the grass-roots level from the perspective of the new public management.From the perspective of post-new public management,this paper selects the W area of Nanning,Which has a vast land area and numerous land users as the research object.Based on the network governance theory,collaborative governance theory and digital governance theory,this paper understands the actual situation of illegal land use management in Area W through consulting literature and interviews and research.It summarizes the problems existing in the illegal land use control in W area,such as conflict between land planning and actual development,low degree of participation of social forces in the control,imbalance of participation of governance subjects and failure to cover all dynamic patrol,and analyzes the causes of the formation of the problems in depth.At the same time,it puts forward countermeasures and suggestions for improving grassroots illegal land use control by referring to the experience and practices of other domestic areas in the control of illegal land use,including strengthening macro-planning and promoting the efficient use of land;improving governance network and giving play to the network governance function;strengthening collaborative governance and solving the difficulties of collaboration of governance subjects;deepening technical support and improving the level of network governance.
