Research On The Problems And Countermeasures Of Grass-Roots Government’s Rectification Of "Illegal Construction And Illegall And Use"

In today’s era,China’s economic development has entered a stage of high-quality development.Under the new background of comprehensively speeding up and shifting gears,the country’s development achievements continue to benefit ordinary people,and land,as the fundamental element of building houses,is the premise for people to live and work in peace and contentment.,but faced the threat of disorderly expansion in the process of development.How to better rectify illegal activities such as illegal land occupation and illegal construction has become a problem that governments at all levels across the country must consider in the process of promoting urbanization and safeguarding national public interests.This article firstly consults the literature on the problems related to the rectification of "two violations" at the level of national governance,urban and rural construction,and the rule of law,and then takes B Town in Huizhou City as an example to introduce the specific situation of "Two Violations" in Huizhou Town B in detail.There are three problems encountered in the process of discussing and rectifying the "two violations" : the contradiction and game between the government’s rectification of "two violations" to protect public interests and the economic interests of individuals’ illegal construction.There are legal problems such as contradictions in the choice of improvement and law enforcement basis and the weak legal awareness of rural villagers,different contradictions arising from different choices of law enforcement methods,villagers’ confrontation with "two violations" law enforcement,and the low quality of grass-roots law enforcement personnel.The ability to meet the current law enforcement Requirements and other law enforcement issues,and analyze the causes of the problems.By referring to relevant literature research and combining with the actual situation of the grass-roots government,we propose measures to improve the grass-roots government’s rectification of "two violations" related issues: rational layout of urban and rural planning,safeguarding public interests and taking into account the personal interests of the people;improving "two violations" inspection and control System,use scientific and technological means to assist inspection and control,give full play to the role of villagers as sentinels to unblock the public supervision channels,and prevent the occurrence and spread of "two violations";improve the grass-roots government "two violations" law enforcement procedures,and equip and strengthen relevant law enforcement teams;improve villagers The approval process for building houses;strengthen the positive publicity and guidance of public opinion,and popularize policies,laws and regulations.
