Research On The Renewal Of Historical And Cultural Blocks From The Perspective Of Meta-governance

Historical and cultural blocks are the witness of urban development.In recent years,historical and cultural district renewal has become an important part of cultural protection and urban renewal in many Chinese cities.The renewal process of historical and cultural blocks is complicated,involving the interests of the government,developers,residents and other subjects.In our country,the government is the main promoter of the renewal of the historical culture blocks.How should The government adopt the governance way and behavior to promote the development of the historical culture blocks,.This is the research question of the thesis.The thesis take the Nanning’s "San Jie Liang Xiang" as a specific case,using the method of literature research,interview investigation and field observation,from the perspective of meta-governance theory analysis of Nanning government leading "San Jie Liang Xiang" renewal behavior approach and other main body behavior;To fully understand the effect of "San Jie Liang Xiang" renewal,and analyze the problems existing in the practice of "San Jie Liang Xiang" renewal,such as inadequate supervision and management of blocks,insufficient cultural continuity and inheritance,insufficient development of commercial industries,public services to be improved in blocks,insufficient public participation and so on.Then it explores the reasons from the aspects of government management system mechanism,cultural development and utilization concept,market policy and operation mechanism,public service ability,public participation channels and so on.Finally,based on practice and experience,this thesis puts forward some countermeasures to optimize the renewal effect of historical and cultural blocks from the perspective of meta-governance.Through research and discussion,this thesis proves that the government play a leadership role in the blocks protection,integrating resource to construct and promoting block’s economic cultural development.The thesis concluded that the government should insist on the leading role of "meta-governance" and give full play to the functions of the government in the updating practice of Chinese historical and cultural districts.At the same time,the government should coordinate and balance the interests among multiple subjects,establish a renewal governance model with government leading,enterprises and the public cooperating with multiple subjects,and jointly promote the sustainable development of historical and cultural blocks.This thesies has good reference value and practical significance for optimizing the renewal of historical and cultural blocks,improving the ability and level of urban renewal,and realizing the unification of the protection and utilization of urban historical context.At the same time,the research theories on governance and urban renewal of historical and cultural districts are further enriched,which has certain theoretical significance.
