Research On The Legal Mechanism Of Regional Security Cooperation Among The Five Central Asian Countries

At the end of the 20 th century,the world geopolitics has undergone major changes.New sovereign states have emerged in Central Asia: Uzbekistan,Kazakhstan,Turkmenistan,Tajikistan and Kyrgyzstan.These new countries began to develop their own paths after independence,and their laws and regulations were closely related to the national development model.The main task of all these newly independent countries is naturally to ensure regional security,peace and stable development.The most important issue in the foreign policy of Central Asian countries is to ensure regional security and stability,combat terrorism and all phenomena that may pose a threat to the people.It is a fact that regional security cannot be achieved by a single country alone.Only through joint efforts can it be possible to effectively deal with the threats and challenges faced by the region,such as terrorism and terrorist financing.In this context,although the methods and characteristics of each country are different,they are united for common strategic goals,such as counterterrorism,updating the legal basis,and new directions for cooperation.This paper is divided into four chapters:The first chapter is an overview of the legal basis of regional security cooperation and its legal basis,and at the same time introduces the legal systems of Russia and China against terrorism,thus replacing the operation of international criminal justice institutions.In the second chapter,the study of the historical development and current situation of the legal system of regional security cooperation in the five Central Asian countries has been carried out.The analysis of the history of security cooperation among the five countries is of great significance to the future improvement of the legal basis for national security.The status quo of security cooperation between the five Central Asian countries,China and Russia has been studied.Finally,the chapter summarizes the achievements of Central Asian regional security cooperation and current problems.The third chapter comparatively analyzes the anti-terrorism legal issues of the five Central Asian countries,their legal basis and methods in combating terrorism and extremism,and finally analyzes the international criminal assistance and judicial cooperation.Last chapter puts forward three suggestions for improving the legal system of regional security cooperation in the five Central Asian countries,namely,suggesting separate legislation and regulation of terrorism in the criminal law,amendments to extradition in the criminal procedure law of various countries,and establishing an interregional anti-terrorism training(learning)program.
