Study On The Improvement Countermeasures Of Case Management Of Y County People’s Procuratorate

The Y County People’s Procuratorate of L City was commended as the national advanced grass-roots Procuratorate by the Supreme People’s Procuratorate in October 2020.The case management center of the hospital was established in 2012.It is the first special case management department established by the grass-roots Procuratorate of L City.In the context of the reform of the judicial responsibility system,the work of the case management department of the procuratorate is obviously decentralized.The management department is difficult to play an effective role in supervision.There are blind spots in the management link,which can not fully ensure that there are no problems in case handling,affecting the procuratorial service and case handling quality of the grass-roots procuratorates.Therefore,strengthening the case management of grass-roots procuratorates and establishing a scientific and reasonable case management mode are the basic requirements and important guarantee for grass-roots procuratorates to correctly perform their duties,improve the level of law enforcement and case handling ability,and promote the operation of procuratorial power under the spirit of modern rule of law.At present,there are a lot of research and Exploration on the case management of grass-roots procuratorates in China,but it has not formed a perfect and mature theoretical basis,and there is a lack of unified and standardized operation norms in practice,which can not fully meet the needs of the current grass-roots procuratorial work.Based on the basic concept theory of case management and relevant literature review,and drawing on the experience of domestic procuratorates,this paper deeply analyzes the current situation of case management of the people’s Procuratorate of Y County,and puts forward the problems existing in the case management of the grass-roots Procuratorate,which are mainly reflected in the inaccurate grasp of functions,the loss of internal and external supervision,insufficient management quality and efficiency,and insufficient analysis of business situation,Assessment is a mere formality.Then,through the investigation and analysis of the case management of the people’s Procuratorate,based on the questionnaire survey,sample characteristic analysis and relevant test results,it is proposed that its shortcomings lie in the unclear positioning of the case management level,the insufficient exertion of supervision and management functions,the backward informatization level of the case management system,the unreasonable allocation of full-time personnel of case management,and the imperfect performance appraisal mechanism.Finally,according to the cause analysis,this paper puts forward the principles,ideas and specific contents of improvement objectives from the three aspects of case management system,process and effect.Finally,in view of the shortcomings of case management of Y County People’s Procuratorate,this paper puts forward improvement countermeasures and suggestions,mainly including strengthening internal supervision and management,strengthening case quality evaluation,improving performance evaluation mechanism,strengthening case process monitoring,improving data research and judgment ability,paying attention to the improvement of information application level and the cultivation of case management professionals,Promote risk assessment and early warning of judicial case handling.This study not only promotes the case management ability and operation efficiency of Y County People’s Procurator ate,but also provides a reference for the case management improvement of similar grass-roots procuratorates.
