Research On China’s Participation In Arctic Governance From The Perspective Of Network Governance

With global warming,the Arctic ice and snow are melting rapidly,the prospects for the development and utilization of Arctic resources and routes are considerable,the political,economic,military and strategic values of the Arctic are constantly highlighted,and human Arctic activities are increasing.The resulting natural and social problems in the Arctic are also increasing and becoming more complex,showing a trend of globalization.More and more countries and organizations outside the Arctic region are aware of the importance of the Arctic and the seriousness of the Arctic problem,and begin to pay attention to Arctic affairs and participate in Arctic governance.The Arctic has gradually become one of the main strategic areas for countries all over the world.As a country near the Arctic and an Arctic stakeholder,China has both opportunities and challenges in the development and utilization of the Arctic.At present,although China’s participation in Arctic affairs has been practiced for a long time and has made breakthroughs,China’s participation in Arctic governance is slow,the level of substantive participation is low,and the right to speak in the Arctic is extremely limited.Therefore,how to improve China’s ability to participate in Arctic governance,give full play to China’s positive role in Arctic governance and strengthen China’s voice in the Arctic is an important issue that needs urgent attention in the future.As a new governance model,network governance is highly consistent with the goal of maximizing the public interests of the Arctic;The essentials of multi subjects,mutual trust and cooperation and network mechanism advocated by networked governance can effectively deal with the difficulties and challenges faced by China’s participation in Arctic governance,and help to provide new theoretical and practical guidance for China’s participation in Arctic governance.Therefore,this paper introduces networked governance into China’s participation in Arctic governance.On the basis of combing and summarizing the relevant literature of Arctic governance at home and abroad,China’s participation in Arctic governance and networked governance,this paper deeply analyzes the motivation,progress and difficulties of China’s participation in Arctic governance from the perspective of networked governance This paper systematically analyzes the reasons why China is facing difficulties in participating in the network governance of the Arctic from the four aspects of network structure and network environment.Finally,combined with the network governance theory and public value management theory,this paper puts forward countermeasures and suggestions for China’s further participation in Arctic governance.First,we should improve the multi-agent network of China’s participation in Arctic governance.Second,China should improve its internal network of Arctic governance.Third,we should stabilize the network structure of China’s participation in Arctic governance.Fourth,we should create a good external environment for China’s participation in Arctic governance.
