Performance appraisal has increasingly become part of a more strategic approach to integrating Human Resource(HR)activities and business policies and may now be seen as a generic term covering a verity of activities through which organization seek to assess employees and develop their competencies,enhance performance and distribute rewards(Fletcher,2001).This study also found that the performance appraisal process,in particular,is an instrument of the performance appraisal system that contributes tremendous value to planning and implementation.The research found that the performance appraisal process in the Accra Metropolitan Assembly can be improved through addressing the process and improving the approaches followed by the managers in daily appraisals,which can be done by following the complete process and including all the steps it involves,and by having a positive attitude towards the performance appraisal process.The purpose of this study is to evaluate the performance appraisal system and promotions in the AMA,as the study areas: The population of the study comprised 135.A simple random sampling technique was used in selecting the 135 participants.Twenty of the staff of AMA are used in pre-testing the instruments used in data collection,the results shared that the instrument used in data collection will be reliable and consistent.The study design was descriptive and a self-administered questionnaire was the main instrument used for data collection.The results of the study indicated that staff Performance Appraisal(PA)was mainly conducted annually and whenever a staff was attending an interview for promotion.It was observed that staff perception towards staff PA was generally satisfactory because they believed that it was used to determine performance gabs,distinguish good performance from bad ones.Besides,it is used to determine the training needs of the staff.In sum,staff felt Performance Appraisal is a worthwhile system.It was recommended that standards of employees' performance should be made known,the system should be able to distinguish effective from ineffective performers and the appraisal instrument(form)should be easy for both appraisers and appraises to understand.Finally,there should be commitment of the managers to achieve an effective Performance Appraisal system.This mini–thesis also provides a set of conclusions and recommendations for the performance management and performance appraisal system,particularly regarding appraisal process enhancement.It is hoped that the lessons learned through this study will inform current practices and provide information for future research at Accra Metropolitan Assembly.
