The transformation from Macro-management to technical governance has been the basic consensus of academic research.China’s grass-roots government are actively carrying out a digital transformation,intending to achieve the modernization of governance through digital technology and other means.The continuous interaction between bureaucratic structure and technology leads to the adaptation and harmony of technology,organization and system.This paper analyzes the practice of government technology governance in the context of bureaucracy and puts forward the optimization strategy of government technology governance,which has profound theoretical value and distinctive time characteristics.In this paper,the "One Network Unified Management" in the technical governance of Shanghai A District Government has been taken as a researching case.Through a large number of interviews,observations and data analysis,the three core elements,elitist actors,strip relationships and governance technology,were extracted to analyze the technical governance practice of bureaucratic government with the intervention of digital technology.Under the paradigm of “structure and process”,this paper uses three structural dimensions,elitist activity,block coordination and technology debugging,to restore the process of government technical governance.This paper consists of six chapters which can be divided into four parts.The first part is the introduction,which mainly explains the general situation of this paper,including the origin of the problem,literature review,research methods and ideas as well as theoretical contributions and deficiencies.The second part includes the Chapter 2 and the Chapter 3.The second chapter constructs and interprets the analytical framework of “structure and process” of government technical governance,which constitutes the “theoretical foundation”.The third chapter describes the case of "One Network Unified Management" in A District of Shanghai and restores the process of government technical governance from some dimensions such as the construction of urban transportation and management system,government digital governance and data coordination and sharing.The third part,including the fourth,fifth and sixth chapters,is the main body of the theoretical analysis.The fourth chapter analyzes the operation mechanism of "One Network Unified Management" from the three dimensions,internal power,system demand and efficiency demand,and constructs the theoretical portrait of elitist activity,block coordination and technical debugging.The Chapter 5 discusses the bureaucratic government technical governance facing multiple practical cruxes.First,the limited rationality of the elite actors and the division of multiple interests has enlarged the cost of governance,which affects the sustainability of government technical governance in the verse.Second,the tension between the strips has induced the hindrance to the improvement of governance performance.Then the institutional logic of technical governance further modified this tension,which laying a risk for the future governance.Third,the trend of government technical governance to the routine will inevitably lead to technology organized and technocracy,which would strengthen the legitimacy of technology and form the crisis of public value.The sixth chapter puts forward three aspects of the optimization of government technical governance that should be considered systematically in the context of bureaucracy.First of all,we should proceed from the target selection,system reformation and the governance structure improvement at the grass-roots level.Secondly,we should pay attention to the choice of mechanism,not only to transcend the thinking set of instrumentalism,but also to coordinate the technical governance and the application scenario of governance technology.Finally,based on the governance team construction,the governance process reengineering and the governance value coproducing to achieve the government technical governance optimization.The fourth part is the conclusion of this article,which can be summarized as the following five points.First,technical governance has become the latest practice in the bureaucratic system,and effective technical governance can be constructed from the dimensions of elitist activity,block coordination and technical debugging.Second,from the perspectives of stability,uniqueness,expansibility and approval,technical governance is a complete governance model.Third,the technical governance in the bureaucracy highlights the instrumental rationality of digital technology,but its purpose would be the demonstration of human value.Fourth,the technical governance would be mature continuously.It is not the best governance plan,which means that governance of bureaucracy needs to change with time.Fifth,the digital technology cannot break through the bureaucracy,and the structural change caused by the technology embedding is essentially the active option of the bureaucracy.The theoretical value of this paper is to contribute to the “structure and process”framework of technical governance.This paper puts forward the systematic thinking of the optimization of technical governance,so that this research can provide reference for the modernization of governance and the improvement of governance efficiency.
