Poverty control is an important part of China’s national governance.2020,our country out of poverty to be completed a comprehensive victory,completed the formidable task of eliminating absolute poverty,social economy entered a new stage of development,but it didn’t end poverty,relative poverty,multidimensional poverty,developing consumer and other new poverty problem increasingly surfaced,it will be a long-term and systematic management process.Urban poverty control will also face many practical problems.Data show that at the end of 2021,the urbanization rate of China’s permanent population was 64.72%.For a long time to value,system and action to build the poor governance system lack of the attention of policymakers and academics,mostly focus on the implementation of poor governance projects in China in rural areas,especially the old revolutionary base areas,rural and remote areas,ethnic minority areas,a small amount of urban poverty related studies mostly focus on income distribution and inequality.In recent years,the Chinese government and relevant scholars have paid attention to the problem of poverty measurement standard.For many years,whether in urban or rural areas,poverty measurement in China usually adopts economic income as the standard dimension,ignoring the weakness of education,health and employment and other dimensions.On this premise,this paper constructed a multidimensional measurement system consisting of five indicators including economy,health care,education,marriage and employment.Based on the relevant data of the Chinese family dynamic tracking survey,screening and statistical processing were conducted according to the indicators,and multidimensional analysis was conducted on the influencing factors of poverty.It is found that employment status and out-of-pocket medical expenses have a significant and steady impact on urban poverty,and income poverty is still the main manifestation of urban poverty in China at present.Attention should be paid to the overlap and crossover between urban income poverty and multidimensional poverty population,and the transformation of multidimensional poverty population into income poverty population should be prevented.In short,the problem of urban poverty in China is far more complicated and changeable than it seems.The current difficulties are as follows: the gap between concept and action,which is reflected in the fact that supporting security policies such as education,medical care and employment are not as perfect as the minimum living security policies for urban residents;Net like household registration,age and other discriminatory regulations;The dual differences between urban and rural areas in the object of policy protection,operation mechanism and tendency target.Some local governments in China have noticed the multidimensional poverty phenomenon among urban residents and are gradually taking exploratory local measures,according to government data.China’s urban poverty governance system can be improved from the aspects of coordinated urban and rural governance,merging legal track and dynamic governance,and opening up community action.This study can provide reference for the multidimensional decomposition of urban poverty and the multidimensional divergence of governance strategies.Theoretically,it provides ideas for the in-depth analysis of urban poverty in the new period and the gradual optimization of China’s urban poverty governance system.
