With the acceleration of urbanization,a large number of immigrants have provided great demographic dividends to coastal developed cities.More and more migrant workers choose to bring their children to their side,resulting in the demand for admission in the inflow areas.For areas with large population inflow,local educational resources are becoming more and more scarce.In order to alleviate the difficulty of education for migrant children,the Yangtze River Delta and the Pearl River Delta have successively implemented the integral enrollment policy.Kunshan City,the first of the top 100 counties in the middle of Suzhou and Shanghai,also began to implement integral enrollment in 2016.China’s compulsory education policy for migrant children requires that the inflow place be the main place and be incorporated into the local education planning.The issue of compulsory education equity for migrant children is also an important part of China’s compulsory education stage,which is related to the construction of China’s socialist harmonious society and the foundation of social equity.Using the methods of questionnaire,data analysis and interview,Smith execution model and stakeholder theory,this paper studies the effect of integral enrollment policy in L town of Kunshan City from the perspective of factual evaluation.This paper takes L town of Kunshan City as the empirical research object,which has five chapters: the first chapter mainly introduces the basic concepts of migrant children and integral enrollment,as well as the basic meaning and practical significance of Smith implementation model and stakeholder theory.The second chapter is the basic situation of compulsory education for migrant children in L Town,Kunshan City,as well as the overview and development history of integral enrollment policy.The third chapter studies the implementation of the policy,objectively analyzes the enrollment of public schools and private schools,and empirically analyzes the satisfaction through questionnaire survey and interview survey.The fourth chapter analyzes the problems and causes reflected in the implementation of the integral enrollment policy in L Town,Kunshan City.The main problems include unreasonable integral index setting,unsmooth handling process The policy publicity is insufficient and the actual absorption rate is not high.The main reasons are the different footholds of all parties,the lack of overall planning of policy system,the limited resources of grass-roots government and the limitation of school policy implementation ability.The fifth chapter puts forward some suggestions to improve the effect of integral enrollment policy in L town of Kunshan City.Local governments should make overall planning in due time,district and town governments should do a good job in policy services and schools should strictly implement relevant regulations.By studying the actual situation of accompanying children’s education in the stage of compulsory education,this paper analyzes the reasons for the poor effect of the current district and town’s implementation of the local government’s accompanying children’s enrollment policy,and carefully gives some reasonable opinions,hoping to provide reference and suggestions for the scientific decision-making of the education management department.
