| To achieve high-quality development is the integration of history,practice and theory of China’s economic and social development.It is the fundamental way to embark on a new journey to fully build a modern socialist country and achieve the second Centenary Goal."High quality" is a requirement even if it is a goal,which runs through all aspects and links of economic and social development.In the process of promoting the construction of service-oriented government,government service has become an important starting point of reform and will be provided to the people through the administrative service center,which can harvest opinions and suggestions from the applicant.In recent years,there has been a favorable "bonding" between government services and the internet,with the emergence of new practices such as "no-meeting approval" in Jiangsu Province,"one-stop service model" in Zhejiang Province,and "government online-offline shanghai" in Shanghai.In order to meet the diverse needs of the people and further optimize the business environment,relying on the dividends brought by the rapid development of digital information technology,as well as the policies and regulations successively issued,government services are constantly developing towards the trend of high-quality supply.Under this background,this paper wants to do research about the grassroots government affairs service supply of high quality.First of all,trying to define the supply of high quality from the holistic governance theory and new public service theory,which builds up a high efficiency,high coverage and high satisfaction from three dimensions to evaluate whether e-government service supply of high-quality standards.Then,this paper will analyze the current situation of national government services by consulting data,cases or survey assessment reports such as "2020Construction Report of China Digital Government".Subsequently,this paper will sort out and summarize the general shortcomings of current government services,as well as the excellent experience of award-winning cases.In order to further analyze the problems existing in the current high-quality supply of government services,taking J Administrative Service Center as the investigation object.Through data collection and face-to-face interview,founding that the text of the manual is not easy to understand which affects the efficiency,the coverage of government service beneficiaries is not wide and the low satisfaction of government service that due to the mismatch between demand and supply.In order to find a solution,this paper takes theory as its starting point,draws on the excellent practices of the typical cases and combines with the actual situation and characteristics of J Administrative Service Center based on the theoretical basis,which try to provide some feasible measures for the high-quality supply of grassroots government services such as launching a 24-hour convenience self-service area,refining the service guide,optimizing the search keyword database,just for everyone’s reference. |
