Rural construction work is one of the important components of China’s socialist construction.Strengthening rural infrastructure construction is closely related to achieving the strategic goal of rural revitalization,and is also the only way to economic and social progress and development.In recent years,Jili District to reinforce the implementation of favorable policies,but on the whole rural infrastructure construction effectiveness is insufficient,slowly,to the present state of Jili District rural infrastructure construction,actively implement the strategy of rejuvenating rural planning,government to increase investment in rural infrastructure construction,must be equal to the investment scale and efficiency seriously.This paper will make an in-depth investigation and analysis of the current situation of performance evaluation of government expenditure on rural infrastructure construction in Jili District,and make an in-depth analysis of the factors affecting efficiency to improve the efficiency and quality of government expenditure,so as to realize the continuous improvement of the supply level of rural infrastructure in Jili District.Firstly,this paper focuses on collecting and sorting out the research results of domestic and foreign scholars in the performance evaluation of rural infrastructure construction government expenditure,and establishes the classification of rural infrastructure and the connotation of rural infrastructure.Then the basic meaning and development of the government intervention theory,public goods theory,performance evaluation theory and cost-benefit analysis theory involved in the paper are elaborated,laying the foundation of the performance evaluation relationship between the rural infrastructure and government expenditure in Jili District.Secondly,the basic situation of Jili District is analyzed.This paper describes the overall status of government expenditure on rural infrastructure construction from the perspectives of absolute scale and relative scale,and then analyzes the overall and partial structure of government expenditure on rural infrastructure construction from six aspects: the status quo of road infrastructure expenditure,the status quo of environmental sanitation facilities expenditure,the status quo of landscape facilities expenditure,the status quo of bridge and culvert facilities expenditure,the status quo of water conservancy infrastructure expenditure,and the status quo of public welfare facilities expenditure.It will help us understand the current situation and balance of government expenditure on rural infrastructure construction in Jili District.Finally,performance evaluation of government spending on rural infrastructure construction in Jili District,this part use data envelopment analysis(DEA)is a theoretical analysis method,the selection of economy-construction-type,living conditions and social developmental facilities as output indicators of DEA model,to select indicators for money as the input of DEA model.Through the establishment of DEA model,the government expenditure performance of rural infrastructure construction in Jili District is demonstrated and analyzed from the perspectives of pure technical efficiency,scale efficiency and comprehensive technical efficiency,and the research of this paper is perfected from the empirical perspective,aiming to provide reference for improving the government expenditure performance of rural infrastructure construction in Jili District.The results show that the performance of government expenditure is low.Based on the conclusion of performance evaluation,some suggestions are put forward to improve the performance of government expenditure on rural infrastructure construction in Jili District.
