Research On The Dilemma And Countermeasures Of Infrastructure Construction In Wenchang Lake District, Zibo City Under The Background Of Urban-Rural Integratio

Since the 20 th century,China has entered an important period of concentrating on breaking the dual structure of urban and rural areas and forming a new pattern of integrated urban and rural economic and social development.Infrastructure construction is an important link for urban-rural interaction,a carrier for the flow of factors between urban and rural areas,and plays a fundamental role in the integrated development of urban and rural areas,and is also of key significance.Starting from the county and in-depth study of the background of urban-rural integrated development,the practical problems of infrastructure construction can further strengthen the overall planning and top-level planning of urban and rural areas,and accelerate the breaking down of the development barriers of the urban-rural dual structure.At the same time,infrastructure construction is an important channel and basic guarantee for accelerating the equal exchange and two-way flow of urban and rural factors.Under such a premise,combined with the geographical characteristics of most development zones in China at the junction of urban and rural areas,it is highly representative to study their infrastructure construction in the integrated development of urban and rural areas.Taking Kaiwenchang Lake District of Zibo City as an example,this paper analyzes the problems and causes of infrastructure construction in the context of urban-rural integration,and further puts forward countermeasures,which have certain theoretical and practical significance for improving the infrastructure construction of Wenchang Lake District of Zibo City.In the early stage,through reviewing a large number of relevant materials,literature and policies,combined with the historical evolution of Wenchang Lake District of Zibo City,the research background and significance of this paper were discussed,and relevant research at home and abroad was sorted out and commented.Secondly,through the visit of relevant departments and personnel of infrastructure construction in Wenchang Lake District of Zibo City,to understand the current status of infrastructure construction in Wenchang Lake District of Zibo City,and through the analysis of the current situation of infrastructure construction in Wenchang Lake District of Zibo City,it is found that there are the following problems in the current infrastructure construction of Wenchang Lake District of Zibo City:The linkage between urban and rural infrastructure construction in Wenchang Lake District of Zibo City is weak and the urban-rural integration rate is low The timing and scale of infrastructure construction are not clear,and there are many missing items;The implementation of infrastructure construction projects is chaotic and the rights and responsibilities are not clear;It is difficult to coordinate land for infrastructure construction,and there is a lot of illegal land occupancy;The financial capacity of Wenchang Lake District is difficult to support the huge expenditure responsibility,etc.Through the analysis and judgment of relevant data and actual visit content,it is concluded that the reasons for the above difficulties are: weak linkage between urban and rural infrastructure construction,disorderly and many missing items in infrastructure construction,insufficient financial support of relevant entities;Finally,through the specific analysis of specific problems and the study of local actual conditions and literature,countermeasures to deal with the dilemma of infrastructure construction in Wenchang Lake District of Zibo City under the background of urban-rural integration are proposed,including:Strengthen cross-regional cooperation,integrate various resources,and achieve integrated development of urban and rural infrastructure;Standardize the planning system and strengthen the supervision of planning implementation;Clarify the division of rights and responsibilities between the government and enterprises,and improve the project supervision system;Rationally plan the application of construction land indicators,and improve the assessment mechanism for the use of construction land;Improve the characteristic industrial system and further release economic vitality.
