Research On The Yellow River Legislation Under The Cooperative Governance Concept

Under the policy of "ruling the country by law",governing the Yellow River by law is one of the important ways to govern and protect the Yellow River Basin.However,there is no complete legal system for protecting the Yellow River in China,and the relevant provisions for protecting the Yellow River are scattered in many legal documents.Moreover,there are flaws in the specific regulations such as imbalance of norms and biased elements,which make the law-based governance of pornography insufficient,and the effect is very small.Formulating a comprehensive Yellow River Protection and Management Law is the best way to solve the current dilemma of governing and protecting the Yellow River basin by law.Collaborative governance contains very rich connotations and has the theoretical characteristics of multiple governance entities,open governance systems,governance advancement of the times,subsystem collaboration,self-organization management,governance effect optimization,and a wide range of applications.Therefore,the Yellow River legislation is based on the principle of coordinated governance,and a relatively independent and mutually supportive planning system,water distribution system,water and sediment control system,ecological protection compensation system,public participation system,and joint law enforcement system are established in the "Yellow River Protection and Management Law" to make these systems jointly build an important framework for coordinated governance of the Yellow River,it will surely play a very important legal basis and law guarantee role for the ecological protection of the Yellow River Basin and the high-quality development of the Yellow River Basin.
