Research On The Path Of CPC’s Organizations In Villages To Promote The Legalization Of Village Governance

The Fourth Plenary Session of the 18th Central Committee of the Communist Party of China put forward the requirements of promoting the rule of law at the grassroots level.Promoting the rule of law at the grassroots level is an inherent requirement and a basic project for comprehensively promoting the rule of law.The legalization of village governance is a very important and special field to promote the legalization of grassroots governance.The legalization of village governance must adhere to the leadership core position of CPC’s organizations in villages.The promotion of the legalization of village governance by CPC’s organizations in villages is related to the transformation of the village governance model and the construction of village political civilization.This task is conducive to further expanding the theory of socialist rural governance with Chinese characteristics,enriching the socialist concept of the rule of law with Chinese characteristics,and promoting the modernization of village governance capabilities and maintaining social harmony and stability in villages.Guided by Xi Jinping Thought on the Rule of Law,this paper adopts the methods of literature research,interviews and case analysis to analyze the role of CPC’s organizations in villages in the legalization of village governance,and to explore the dilemma and realization path of CPC’s organizations in villages in promoting the legalization of village governance.The thesis is divided into six parts in total.The first part is the introduction.It explains the research background and research significance of this paper,explains the related research status of the academic circles,and expounds the research ideas and research methods.The second part discusses related concepts and theoretical basis.The third part discusses the role of CPC’s organizations in villages as leaders,demonstrators,servicers and organizers in the legalization of village governance.It highlights the necessity and urgency of CPC’s organizations in villages as the main governance body to promote the legalization of village governance.The fourth part analyzes the predicament faced by CPC’s organizations in villages in promoting the legalization of village governance.It includes the weak implementation of legal system norms in villages,the lack of awareness of the rule of law among rural Party members and cadres and villagers,frequent village governance risks that test the ability of rural Party members and cadres,and the development of the village legal governance mechanism.The fifth part proposes the concrete and realistic path for CPC’s organizations in villages to promote the legalization of village governance.This chapter mainly includes CPC’s organizations in villages to promote the implementation of legal system norms,to promote the awareness of the rule of law among rural party members and cadres and villagers,to serve the villages in the way of the rule of law,and to build a long-term mechanism for the rule of law in rural areas.The sixth part summarizes the views of the full text,summarizes the innovations of this paper,reflects on the shortcomings of the paper,and looks forward to further research in the future.
