Study On Problems And Strategies Of Administrative Management System Of Hebei Free Trade Zone

Hebei province is an important part of the coordinated development of Beijing,Tianjin and Hebei.The establishment of its free trade Zone is of great significance to promote regional economic development,accelerate the transformation and upgrading of industrial structure,and accelerate the coordinated development of Beijing,Tianjin and Hebei.As one of the fifth batch of Free trade zones in China,one of the development goals of Hebei Free Trade Zone is to take institutional innovation as the core,while the innovation of administrative management system is the key to promote the reform of the free trade zone in other aspects,and is the core task of the construction and development of the free trade zone.This paper summarizes the current situation of the administrative management system of Hebei Free Trade Zone from the aspects of management structure,streamlining administration and delegating power.On this basis,interviews and questionnaires are conducted among the main leaders,middle-level leaders,grass-roots leaders and enterprise leaders in the free Trade zone.At the same time,combined with the new public management theory and other theories,this paper makes an in-depth analysis of the problems existing in the administrative management system of Hebei Free Trade Zone,points out the problems existing in the free trade zone,such as division and cross management,decentralization of approval authority,and analyzes the reasons.By summing up the domestic and foreign some mature FTA in optimizing management structure and personnel allocation,improve the system of negative list,to build a "single window",improve the examination and approval and regulatory system,the legal system of advanced experience,and consider the realistic situation of free trade area,finally put forward the corresponding countermeasures and Suggestions,mainly includes the following six aspects: optimizing government management process;improve the negative list system;improve the regulatory system;improve the social participation system;improve the legal system related to free trade zones.Figure 14;Table 6;Reference 55...
