Research On The Innovation Of Administrative Management System In Sichuan Free Trade Zone

The development of China Free Trade Zone(FTZ)is a major measure to deal with the negative impact of economic globalization and the rapid development of regional economic integration,which is also a major exploration of our country’s foregoing pilot projects to deepen the reform and expand opening up.The FTZ is the need to deepen the reform of the administrative system in an all-round way,and it is also a new way and a new mode to explore the relationship between the government and the market and to play a decisive role in the allocation of resources Based on the particularity of Chinese national fundamental policies and national conditions,The innovation of the FTZ administration system is the key to promote other reforms of the FTZ and the core task of free trade zone construction.The FTZ of Sichuan Province in China is one of the third batch of FTZ,which is with the institutional innovation as the basis point and promotes the economic development of the western region and the Yangtze River,further realizes the mission of the eastern and western regions,the inland and coastal areas,and fulfills the central government’s efforts to open up cities in the western region and to create an inland open economy highland.From the perspective of Sichuan Free Trade Zone,based on the innovation of administrative management system in Sichuan Free Trade Zone,we comb out the innovations of the administrative system of the FTZ at home and abroad and summarize the achievements made in Sichuan Province by introducing the innovative experiences of administrative management system in Singapore FTZ,Dubai Jebel Ali FTZ,Hong Kong FTZ and Shanghai FTZ.At the same time,the author compares the updated innovative experience of domestic and foreign free trade zones.I explore the insufficiency of the innovation of administrative system in Sichuan Free Trade Zone and analyzes the difficulties and reasons it faces from the following five aspects,i.e.management structure and staffing,promotion of decentralization,regulatory system in construction,optimization of environment in law,encouraging social organizations to participate in the law’s constriction and providing public services.Furthermore I put forward some thoughts on the reform of the administrative management system in Sichuan Free Trade Zone,including strengthening the functional orientation of the FIZ,reconstructing the government management process,shortening the negative list,improving transparency,improving the ability of supervision,optimizing the relevant legal rules in the FIZ,and encouraging social organizations to participate in the legal system and provide public services.
