As urbanization accelerates,the risk of emergencies for urban dwellers increases,and the 2020 Newcastle Pneumonia epidemic is hitting the poor hard.As urban unemployment increases,poor individuals or families are more vulnerable to emergencies because of their vulnerability to poverty and lack of ability to cope with emergencies and social risks,and global poverty governance is facing unprecedented challenges.As a supplement to the social assistance system,social assistance in emergencies can ensure that people in need are effectively assisted in emergency situations.This paper takes the "ABC Development Plan" of Xuhui District as a case study,and selects three types of interviewees: those who formulate the plan at the district level,those who implement the plan at the street level,and those who implement the plan at the neighborhood committee level,and those who provide assistance to the plan as questionnaire respondents.Through questionnaires and interviews,the research method was used to understand the current status of the implementation of the "ABC Development Plan",the problems and the reasons for the analysis,and to propose ideas and suggestions for exploring the grassroots practice of social assistance in urban emergencies.Through the survey and data analysis,we summarize the implementation of "ABC Development Plan" in Xuhui District: classifying the relief recipients and expanding the scope of the relief recipients;identifying the needs of the relief recipients precisely by taking the needs as the guide;implementing one case per household and collaborating with various departments;and establishing a file and a card by following up and visiting at a later stage.However,due to the lack of special relief funds,insufficient participation of social forces,and lack of relief staff,the program has caused problems such as narrowing of relief targets,deviations in modeling assessment of needy families,and the emphasis of relief methods on materials rather than services.Finally,based on an in-depth analysis of the causes of the problems,and combining the future development direction of urban emergency social relief,the program uses Maslow’s Hierarchy of Needs Theory and New Public Management Theory to The following suggestions are made: to establish a multi-channel mechanism for raising funds for emergency relief;to improve the ability of urban grassroots departments to provide emergency relief;to develop personalized relief programs oriented to the needs of "customers";to improve the mechanism for social participation in urban emergency social relief;to introduce a market competition mechanism and to establish a performance evaluation mechanism for emergency social relief.The findings of this paper will contribute to the improvement of urban social assistance.The findings of this paper will have theoretical reference value and important practical significance for improving the level of urban emergency social assistance and promoting the exploration of urban grassroots practices.
