Analysis Of The Subjects’ Dilemma Of Performing The Duty In Shanghai Government Purchasing Window Service

Government purchase of services is an important measure to innovate the way of public service delivery,improve the level and efficiency of public services,and enhance the performance of financial fund management.It is the necessary requirement for accelerating the transformation of government functions and improving the capacity of national governance that promoting government procurement of services in a standardized manner.It is the urgent need to accelerate the development of service industry,expand effective demand and promote employment.It is also the important content of deepening the reform of fiscal and tax systems and establishing a modern financial system.According to the review and analysis of the literature on government purchase of service,it is found that most foreign studies focus on the risk,model,theoretical basis and connotation of the government purchase of public services,while most domestic studies focus on the macro level and carry out theoretical exploration on the government purchase of service from different perspectives.However,they still have great disputes on the constitution of the subject,the definition of the subject’s responsibility,the relationship between the subjects and other basic issues,and have not reached a consensus.In view of this,this research takes the purchasing window service of Unit S in Shanghai as an example and studies the subject’s dilemma of performing the duty in the government purchasing window service from the perspective of the government purchasing window service.This paper combs the purchasing process,purchasing method and purchasing effect of S unit’s purchasing window service.In the part of current situation,this paper analyzes the performance of the purchasing subject and the undertaking subject in the purchasing window service of Unit S and the cooperation between them.In the part of problems and causes,this paper analyzes the problems in S unit’s purchasing window service,such as the lack of power in the performance of the purchasing subject and the undertaking subject,the unclear boundary of responsibilities,the imperfect implementation mechanism of the responsibility of the purchasing subject,and the weakening of the supervision function.It is concluded that the reasons for the dilemma of performing the duty in the government purchasing window service are the subject’s understanding of government purchase service does not reach the designated position,the responsibility of the subject is not clear,the system of principal responsibility is not perfect,the subject lacks of supervision capacity,early warning and prevention mechanism from the author’s participating observation and depth interviewing with the main work representatives of the subjects.In combination with the new public service theory,Polycentric Governance and principal-agent theory,the paper finally puts forward the suggestions to promote government service providers actively performing their duties.In the aspect of strengthening the responsibility consciousness of the subject,the government should strengthen the training of the government purchasing service management and establish the concept of the goal and task of purchasing service management.In terms of clarifying the division of responsibilities of the subject,it is necessary to clarify the responsibility content of the purchasing subject and the undertaking subject and establish a detailed list of the responsibility of the purchasing subject and the undertaking subject.In order to improve the implementation of the main responsibility of the working mechanism,we should improve the internal control system for the internal control mechanism and strengthen the construction of the accountability mechanism to improve the responsibility.In strengthening the construction of supervision mechanism,the subjects should supervise each other to form a joint force,and can also introduce external forces for supervision.
