| Retired college cadres have played an important role in the governance of the Communist Party of China.After retirement,they continue to devote in voluntary services.Then what is the current situation of college retired cadres participating in voluntary services? What difficulties have they encountered during services? How to solve those problems? These questions need to be answered through investigation and proper thinking.This paper studies the volunteer service from retired college cadres in Shanghai.The author investigated 220 retired college cadres,and interviewed six people,including two retired college cadres,two in charge of the work department of retired college cadres,and another two in charge of volunteer service in the work department of retired college cadres.According to the survey,most retired college cadres have a clear understanding of volunteer service and are willing to participate in it.Many of them have already taken actions.Communities and schools are the main sites for retired college cadres to contribute as volunteers.The content of the services includes the construction of civilization and the Party at grass-roots level,protection of the environment,lectures about basic science,assistance in education and so on.The research says that the voluntary service of retired cadres in colleges and universities has made some achievements,but there are also some problems such as:the lack of continuity,the weak appeal of the project,and the insufficiency during services.The reasons of these problems lie in the low registration of volunteers,the inadequate training of relevant staff,the insufficient logistic support,and the imperfection of evaluation and incentive system.Based on the above reasons,the author believes that we must clear the direction first and gradually promote the project management of volunteer services.Secondly,we should use the project management theory for reference to improve the volunteer service workflow.Third,we should increase investment to ensure the quality of voluntary services. |
