Grassroots community governance is related to social prosperity and stability,and the state and the Party Central Committee have always paid great attention to and attached great importance to the topic of community governance.As an important part of the main body of community governance,the owners’ committee shoulders the responsibility of carrying out community autonomy.However,in real life,there are many practical dilemmas in the method,procedure and content of the owners’ committee taking part in community governance,which ultimately leads to poor governance effectiveness.Therefore,the author chooses the Shanghai B Community Owners Committee as the research object,and by means of document research,questionnaire survey and other means,combined with the collective action theory and collaborative governance theory,in-depth study of the problem,careful analysis of the causes,and strive to explore countermeasures.The author’s research covers many aspects.Firstly,search and consult the relevant literature on community governance at home and abroad,learn relevant theories,and understand the current status of community governance research;Second,conceptual definition of important ideas;Introduction to the connotation,development and application of applied theories;Thirdly,the development process of Shanghai Municipal Owners’ Committee and its participation in community governance are sorted out and summarized;To further understand the current situation of community and community governance through interviews and other forms;Introduce the measures and initial results of the community owners’ committee to participate in community governance;Then,through the acquisition of questionnaires and interview materials,the dilemma of the community owners’ committee participating in community governance is extracted,and the cause analysis is carried out;Finally,using the theory of collaborative governance and collective action,from multiple levels such as policy,suggestions are put forward to optimize the participation of Shanghai owners’ committee in community governance.Through a series of studies,the author finds that there are five practical dilemmas in the process of owners’ committees participating in community governance.First,the decision-making of the owners’ meeting is inefficient;Second,the synergy of community governance of the owners’ committee is weak;Third,the participation of the owners’ committee in community governance is narrow;Fourth,the workflow of the owners’ committee is not standardized;Fifth,there are many management dilemmas within the owners’ committee..The reasons behind the above many difficulties are manifold,one is the level of policy mechanisms,and the top-level institutional framework takes into account fairness and efficiency,resulting in low efficiency of deliberation and decision-making;There is a lack of long-lasting internal and external oversight mechanisms.Second,at the level of community organizations,the property is not responsible and irregular behavior harms the interests of the owners;Low willingness of owner groups to participate in community governance;The neighborhood committee gives less support,guidance and supervision to the work of the owners’ committee;The owners’ committee and the community party building lack linkage and coordination.Third,at the internal level,the owners’ committee lacks the necessary expertise and skills to carry out community work;Lack of members who are actively involved in community governance;Lack of mature incentives and constraints;Weak compliance awareness among members.In the end,the author puts forward the following and suggestions and measures:First,at the level of policy mechanism,improve the decision-making mechanism of the owners’ meeting,and establish and improve the internal and external supervision mechanism of the owners’ committee.The second is to strengthen the collective participation of owners at the level of community organizations and participate in community co-governance and sharing;Strengthen the leading role of party building and promote linkage and collaborative governance;Enhance the management capacity of neighborhood committees and achieve collaborative governance of residential and industrial development;Improve the level of property management and promote community property management collaboration.The third is the internal level of the owners’ committee,strengthen the collaborative governance of the owners’ committee community,improve the business level of members,strengthen the management of incentives and constraints,and pay attention to compliance management. |
