Governance Of "Tiny Corruption" At The Grass-Roots Level In Rural Areas Study On The Mechanism

Since the 18 th National Congress,the CPC Central Committee has always adhered to the general tone of "strictness" in anti-corruption,vigorously implemented a series of measures to fight against tigers and flies,effectively curbing the occurrence of corruption.The report of the 19 th National Congress proposed that we not only resolutely investigate and deal with cases of violations of discipline and laws by leading cadres,but also effectively solve the unhealthy tendencies and corruption problems that have arisen around the masses,further pointing out the necessity and urgency of tackling "tiny corruption" at the rural grass-roots level..By summarizing the research results at home and abroad in recent years,this paper concludes that rural grassroots "tiny corruption" is defined as a normal behavior that occurs in rural areas and obtains tiny interests by violating public interests or abusing micro power.This behavior is characterized by strong concealment,multiple occurrences,small power and serious harm.It is characterized by a large proportion of corruption at the village level,a high proportion of crimes committed by top leaders,prominent violations of the interests of the masses,and a high proportion of township cadres violating work discipline.A series of practical achievements in the current governance of tiny corruption have drawn the current situation of the rural grass-roots governance of "tiny corruption",analyzed the practical difficulties and deep-seated reasons that plagued the rural grass-roots "tiny corruption" problem,and put forward suggestions on establishing a long-term mechanism from four aspects: rule of law construction,party construction,discipline inspection system construction,and cultural construction.
