Abstract/Summary:
Taxation is the main component of China’s fiscal revenue,which is of great significance in the process of national governance.Achieving targeted revenue is based on great institutional policies,well-executed collection and management services.As the executors of tax policies,the efficiency of tax system cadres directly affects the completion of tax tasks.The structure,ability and level of taxation cadres have an important influence on taxation work.To promote the professional development of the cadre force can meet the realistic needs of strengthening the cadre force construction in the new era.It can advance both the improvement of public sector administrative efficiency and the career development of cadres.At present,the reform of the collection and management system is developing,but there are inevitably some problems in the cadre cultivation of B city taxation bureau.This paper aims to explore the optimization path of cadre cultivation in B city taxation system from the perspective of career development and how to cultivate a cadre with high quality and ability by investigating and analyzing the current situation of cadre cultivation in B city taxation system.This paper with the purpose of research and study the present status of the officials in the taxation system of city B as an example to broaden the thoughts for the officials training in the taxation system of city B.First,finishing out five sides from the current situation of cadre cultivation: basic situation of personnel,personnel post setting,cadre education and training,performance assessment and evaluation,and result incentive application,and summarize four problems of cadre cultivation in B city taxation bureau,specifically in four aspects: personnel structure,cadre ability,cadre performance,and cadre cultivation effect.122 cadres in the taxation system of city B are selected for the study,and a questionnaire is conducted to analyze the reasons,namely,unscientific job allocation,insufficient intrinsic motivation of cadres,imperfect training system,and ineffective use of appraisal.It reflects that the taxation department attaches importance to organizational work needs and neglects cadres’ career development.In the meantime,from the personage standpoint of cadres’ career development,this paper combines the theories of career development,talent resources and talent incentive with the cadres’ training needs of B City Tax Bureau,and explores the cadres’ training according to career development,which mainly includes 4aspects: staffing,education for all-around development,achievement assessment system and application of results.The concept of career management and development is carried out in these 4 aspects to form a people-oriented career development.Finally,four countermeasures are proposed for how to optimize the cadre cultivation of B city taxation bureau under the perspective of career development.The consequence of this classic article are to a certain extent to provide theoretical significance for the cadre cultivation work in the taxation system of City B,and to contribute to the construction of high-quality cadres.
