| The fast development in our society, government as the manager of society, must improve its ability of managing the social affair. Because the civil servants are the executive of government, people pay more attention to the construction of civil servants, how to construct and put it into practice have been put on the agenda of the government. During the process of the construction of civil servant system, the traditional inspiring institution has been losing it's power effect, at the same time, the activity of the civil servant do not work sufficiently without the construction of new civil servant human resource mechanism. As a part of human resource management, the importance of employee career management has been proved by the researchers and enterprises.Based on the study of the theory and the practices of civil servant career management in other countries and occupation management in our country's enterprises, this paper attempts to find out how to establish a civil servant career management system.This article is comprised of six parts. The first part is simply analyzing the problems in civil servant human resource mechanism that go against the civil servant career development, and illuminating the usefulness of implementing civil servant career management in our country, at the same time introducing the practice home and abroad. The second part is introducing the elementary theory of career management. The third part is illuminating the connotation of the civil servant career management. The fourth part is the most important, in which the designing of the civil servant career management system and its implement tactics is analyzed. The system includes the career management information system, layout system, development system and circle management system. The fifth part is simply analyzing the problems that during the implement of civil servant career management. At last, it is the conclusion. |
