Research On The Optimization Of Zhengzhou Public Security "Public Opinion 110" From The Perspective Of Public Participation

In today’s era,the rapid development of society has led to extensive and profound changes in the field of government governance.In order to keep up with the development trend of the times,it is necessary to scientifically and reasonably guide the public to participate in government governance in an orderly manner.Public participation in government governance not only reflects the requirements of administrative reform and innovation,but also highlights the trend of democratic political progress,and effectively promotes social progress and development.The formation of public participation in government governance mechanisms requires people to dare to break through the limitations of the old government governance mechanisms and transform them.At the same time,it also requires people to continuously explore and improve the new mechanisms in practice.Local governments are composed of departments with different responsibilities,which introduce public participation in government governance,specifically reflected in the work and services of government functional departments.In order to discover and correct its shortcomings,make its work and services more humane,efficient,and transparent,and become a public security organ that satisfies the people and improves police performance,Zhengzhou Public Security Bureau creatively introduces public participation into police governance by referring to the "Public Opinion 110" mechanism of Nanjing Public Security and combining its own actual situation,forming a new "Public Opinion 110" mechanism.After three years of operation,This mechanism has achieved good results.In the practice of public participation in local government governance in China,the majority of participation is unable to ensure the effectiveness of participation,resulting in difficulty in getting rid of the windy and superficial situation.The Zhengzhou Public Security "Public Opinion 110" mechanism studied in this article,due to the adoption of targeted scientific measures,can ensure the realization of participation effectiveness and long-term healthy operation,is worthy of research and reference.Based on the perspective of public participation and relevant literature research,this paper first studies the current operation status of the "Public Opinion 110" mechanism in Zhengzhou Public Security in 2020,2021,and 2022.It provides a detailed description of the participation system,effectiveness,effectiveness,and scalability of the "Public Opinion 110" mechanism in Zhengzhou Public Security.Secondly,through the analysis of the current situation of "Opinion 110" in Zhengzhou Public Security,it was found that there are issues with insufficient public participation,narrow business scope of public participation objects,insufficient exploration of the value of public participation data,limited implementation paths for public participation methods,insufficient work in appeal and prevention of abuse,and uneven setting of rewards and punishments for police personnel.At the same time,this paper explores the insufficient development of the"Public Opinion 110"mechanism in the growing stage of public security,the imperfect construction of the"Public Opinion 110"mechanism in Zhengzhou public security,the low public participation literacy of government officials,and the insufficient awareness and ability of the public to participate,which are the reasons for the above-mentioned problems in the"Public Opinion 110"of Zhengzhou public security.Finally,in order to achieve better results in the public security"Public Opinion110"mechanism and provide reference for the construction and operation of public participation mechanisms in relevant government departments,this paper aims to establish and improve the participation process of public security"Public Opinion 110",improve the participation awareness and ability of participants,improve the intelligent application platform and legal system construction of public security"Public Opinion110",and optimize the participation path of public security"Public Opinion 110"Provide corresponding improvement suggestions for this mechanism from four aspects:reward and punishment measures and application space.
