Therefore, urban renewal has been an important task of the government at all levels. This paper research, with villages-in-urban reconstruction of urban renewal as its entry point, with Luohe as its research objects, has lasted nearly two years. This paper is analyzing the motive power、 pressure and resistance of the governmental administration in the process of the villages-in-urban reconstruction, and then make research on the issue of the governmental administration innovations realization theoryThis paper uses the field research, with Yancheng district of Luohe as demonstration, with villages-in-urban reconstruction of urban renewal as its entry point, with governmental administration innovation as theoretical basis. This paper mainly analyses the main models of villages-in-urban reconstruction and dissects the pressure and resistance of the governmental administration in the process of the villages-in-urban reconstruction, which in order to enable the government to effectively resolve contradictions and transfer the pressure and resistance of reconstruction to be the power of the government to improve their the executive ability and level of service and govermental administration innovations. And all these will make the government to be service-oriented government.Studies show that there are three main modes of villages-in-urban reconstructions, including the government-led reconstruction pattern, the government guidance and the government supervision. The greatest pressure is from the policy pressure of the superior government and the space pressure of the urban development. The greatest resistance is from the relocates compensation standards, compensation patterns and placement patterns; The power of the villages-in-urban reconstruction is material reward、promotion and the feeling of accomplishment. Yancheng district of Luohe summarized the management idea of service-oriented government, management thinking of respecting people’s wishes, the type of absorbing more social power to join our government management, the management procedure to make the resource to be biggest role, management modes of interests coordination in every aspect, and organization of government in grass-roots of village organizations, which provides fertile experience for villages-in-urban reconstructions in China.
