Studyonthe Supervisionof Administrative Law Enforcementin Ningyang

Administrative law enforcement is an important stage of national law implementation,which reflects the state’s management function to the society.However,at present,the authority of administrative law enforcement organs is too high,the abuse of discretion in the process of law enforcement and the randomness of law enforcement continue to occur,which requires the national administrative department to carry out strong supervision over law enforcement units to ensure the fairness and civilization of law enforcement activities.Although in recent years,the state has paid more and more attention to the supervision of administrative law enforcement,for various reasons,there are still many problems to be solved,and the reform is imminent.This paper studies the current situation of administrative law enforcement supervision at home and abroad by means of literature investigation and data analysis,and analyzes the concepts and theories involved in the paper.To conduct research on the supervision of administrative law enforcement in Ningyang and put forward corresponding countermeasures and suggestions.This paper traces back to the root of the problems such as the weak power of the supervision subject,the serious lack of the basis of supervision,the insufficient depth of supervision content,the unfriendly supervision environment and the low degree of supervision informationization,etc.,analyze the cause of the problem,this paper puts forward some countermeasures and suggestions on strengthening the supervision of administrative law enforcement in Ningyang from the aspects of the strength of security supervision,perfecting the basis of supervision,improving the way of supervision,optimizing the supervision environment and strengthening the construction of information technology.The study shows that strengthening the supervision of administrative law enforcement can further promote Ningyang to streamline administration and delegate power,transform government functions and innovate supervision methods.We should make concerted efforts to strengthen the supervision of administrative law enforcement in Ningyang from such aspects as the independence of supervision,the strength of supervision,the basis of supervision,the way of supervision,and the construction of information technology.The specific suggestions are: taking into account the characteristics of Ningyang,by reforming the leadership system,strengthening the construction of the team and ensuring the independence of the supervision,we can further strengthen and guarantee the supervision force;and by establishing the legal basis at the top,by improving the management mode of law enforcement certificates,establishing a scientific evaluation system,perfecting the responsibility for fault investigation and improving the way of government supervision of administrative law enforcement;By establishing the concept of the rule of law,widening the supervision channels,introducing social forces to continuously optimize the supervision environment of administrative law enforcement;Through unified law enforcement information platform construction,improve the quality of basic data to improve the administrative law enforcement supervision of the information function.
