Case Study Of Urban Safety Risk Prevention And Control In Jinniu District Of Chengdu

Along with our country speeding up urbanization process,urban population,the function and scale expands unceasingly,the way of development,profound changes have taken place in industrial structure and regional layout,new materials,new energy,new technology is widely used,new industries,new forms and new areas,increasingly complex urban operation system,safety risk is increasing,There is a large imbalance between the current situation of urban rapid development and the ability of urban security risk prevention and control.In recent years,major accidents such as house collapses,factory explosions,urban floods and typhoons have occurred in some cities and even mega cities,causing heavy losses to the safety of people’s lives and property.The urban security situation is complex and grim,and many loopholes and weaknesses in the prevention and control of urban security risks have been exposed.Jinniu District is the main urban area of Chengdu in the early stage of development.The construction of new urban areas and the reconstruction of old urban areas coexist with social optimization and social disadvantages.Various types of urban security risks continue to converge and overlap,and the task of ensuring high-quality and stable economic and social development is arduous and onus.To improve the level of prefecture city safety management,the thesis promote the reform of safety in production areas,the introduction of the concept of risk management in the field of production safety and method of city safety risk overall assessment to identify key industry areas,carry out safety risk grading control,promote accident prevention work more scientific,informationization,listing,effectively improve the safety forecast warning and decision-making level,It has further improved its capacity for security pre-control and emergency management.Urban safety management has changed from rapid response to risk prevention,from traditional disaster relief and mitigation to risk management and sustainable development,and has walked out a new way of urban safety management with Taurus characteristics.The author has been working in Jinniu District Emergency Management Bureau for a long time,and has been to the community and the courtyard for many times to investigate.First of all,the author systematically described the background,typical characteristics,main methods adopted and achievements of urban security risk prevention and control in Jinniu District.Secondly,from the perspective of public management,with the help of stakeholder theory,risk management theory and multi-center theoretical framework as analysis tools,the case study of urban security risk prevention and control in Jinniu District,Chengdu was carried out,and the important role of "inventorization","diversification" and "informatization" in urban security risk prevention and control was analyzed.This paper explains the decisive factors for the significant achievements of risk prevention and control,and tries to find out the experience and methods to improve the level and ability of urban safety management of grass-roots government,which can further enrich the theoretical research of security risk prevention and control of grass-roots government.Finally,the case of urban security risk prevention and control in Jinniu District,Chengdu was given enlightenment: We should establish a scientific standard for urban security risk prevention and control,build a strong smart city,and form a diversified prevention and control system for the whole society.
